<br />Proposal for 3595 Utah Street TIS (City of Pleasanton, California) October 07, 2024 <br />3 <br />TASK 3 – TRANSPORTATION ANALYSIS <br />TJKM will evaluate transportation analysis to determine project consistency with City of Pleasanton’s Level <br />of Service (LOS) policy. TJKM will assess traffic conditions at the following three study intersections. <br />1. Stanley Boulevard / Valley Avenue / Bernal Avenue <br />2. Utah Avenue / Bernal Avenue <br />3. California Street / Stanley Boulevard <br />The study will include the following analysis scenarios for the study. <br />1. Existing Conditions – This scenario will evaluate current traffic levels and the existing transportation system. <br />2. Existing plus Project Conditions – This scenario will evaluate current traffic levels and <br />transportation system, plus addition of the proposed project and related infrastructure improvements. <br />All analysis scenarios will be studied for weekday PM peak hour conditions. Land use and transportation system assumptions for each analysis scenario will be confirmed with City staff prior to conducting the required analysis. <br />Task 3.1 – Trip Generation, Distribution, and Assignment <br />TJKM will prepare trip generation estimates for the project based on data and methodologies from the <br />latest edition of the Institute of Transportation Engineers (ITE) Trip Generation Manual (i.e., Trip Generation Manual, 11th Ed. and Trip Generation Handbook, 3rd Ed.). As appropriate, internal trip reductions and determination of pass-by trips will be estimated and applied. <br />Task 3.2 – Intersection Operations Analysis <br />TJKM will analyze intersection operations for analysis scenarios identified above using Synchro analysis software and methodology from the current edition of the Highway Capacity Manual (HCM) in effect upon execution of this contract. <br />Vehicle queuing analysis will be conducted using Synchro analysis software and validated or adjusted based on in-person observations of intersection queues during each peak hour analysis period. SimTraffic <br />microsimulation analysis will be conducted for oversaturated conditions or other locations where Synchro is not capable of accurately reflecting intersection observed geometrics/operations. <br />Task 3.3 – Mitigation Measures <br />Impacts of the project on the surrounding road system will be identified by comparing the results of the project LOS and queuing calculations between “no Project” and “plus Project” conditions. Intersection impact criteria used by the City will be used to identify significant impacts/inconsistencies.
