Pleasanton Downtown Association <br /> <br /> Report to City Council <br />2004 Review and 2005 Budget <br /> <br />STRUCTURE <br />The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service organization of <br />the downtown businesses dedicated to the ongoing revitalization of Pleasanton's historic business district. <br />The district was created in 1984 by the Pleasanton City Council under the provisions of California Business <br />Improvement District/Area law. <br /> <br />The PDA Advisory Board is not recommending any changes in the district's assessment formulas, or the <br />boundaries of the district for 2005. <br /> <br /> The current assessment formula is based on the annual business license payment: businesses located <br /> curbside, downstairs on Main Street are assessed at a rate of two times their business license; businesses <br /> with a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a half times <br /> their business license; all other businesses (those located offMain Street) pay an amount equal to their <br /> business license. The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not <br />· pay an assessment to the PDA. <br /> <br />The district includes approximately 580 members. Those members elect and are represented by a Board of <br />13 Directors in 2005, where no more than three directors may represent any one segment of the <br />membership including property owners. <br /> <br />In accordance with the City/PDA agreement, the PDA has created an organizational structure that is <br />modeled on the guidelines recommended by the National and Main Street Programs. The four areas of <br />fOCUS are~ <br /> <br /> Organization: The Organization Committee is made up of the four officers of the Board of <br />Directors - President, President-Elect, Secretary and Treasurer. The immediate Past President serves on the <br />Organization Committee as well. While the Board of Directors takes a broad approach, the Organization <br />Committee focuses more closely on the operations of the PDA: financial oversight, personnel issues, <br />budget and insurance. <br /> <br /> Promotions: The Promotions Committee includes three board members, and approximately six <br />volunteers. This committee continues to create and implement exciting ways to promote downtown to local <br />residents and regional visitors.
