Pleasanton Downtown Association Report to City Council 2004 Review and 2005 Budget STRUCTURE The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service organization of the downtown businesses dedicated to the ongoing revitalization of Pleasanton's historic business district. The district was created in 1984 by the Pleasanton City Council under the provisions of California Business Improvement District/Area law. The PDA Advisory Board is not recommending any changes in the district's assessment formulas, or the boundaries of the district for 2005. The current assessment formula is based on the annual business license payment: businesses located curbside, downstairs on Main Street are assessed at a rate of two times their business license; businesses with a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a half times their business license; all other businesses (those located offMain Street) pay an amount equal to their business license. The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not · pay an assessment to the PDA. The district includes approximately 580 members. Those members elect and are represented by a Board of 13 Directors in 2005, where no more than three directors may represent any one segment of the membership including property owners. In accordance with the City/PDA agreement, the PDA has created an organizational structure that is modeled on the guidelines recommended by the National and Main Street Programs. The four areas of fOCUS are~ Organization: The Organization Committee is made up of the four officers of the Board of Directors - President, President-Elect, Secretary and Treasurer. The immediate Past President serves on the Organization Committee as well. While the Board of Directors takes a broad approach, the Organization Committee focuses more closely on the operations of the PDA: financial oversight, personnel issues, budget and insurance. Promotions: The Promotions Committee includes three board members, and approximately six volunteers. This committee continues to create and implement exciting ways to promote downtown to local residents and regional visitors.
