Project Plans and Vesting Tentative Map <br /> C. Addendum to the Downtown Specific Plan Final <br />Environmental Impact Report <br /> D. Location and Noticing Map <br /> E. Public Comment(s) <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission: <br /> <br />1. Find the addendum to the Downtown Specific Plan Final Environmental Impact Report <br />satisfies the requirements of CEQA and adopt a resolution recommending adoption of <br />the addendum to the Downtown Specific Plan Final Environmental Impact Report <br />(FEIR). <br /> <br />2. Adopt a resolution recommending approval of: (1) Rezoning (P21-1173) two parcels <br />totaling approximately 2.3 acres in area from C-C (Central-Commercial) to PUD-MU <br />(Planned Unit Development-Mixed-Use) District, (2) a certificate of appropriateness to <br />demolish structures, (3) a PUD-MU development plan (PUD-146) to: (a) retain the <br />two-story single-family home and construct an approximately 1,360-square-foot <br />two-story addition to the north side of the home; (b) demolish the detached accessory <br />dwelling unit, Barone's restaurant, and all other structures and site modifications; and <br />(c) construct: i) 14 detached single-family homes, and ii) two commercial buildings <br />totaling approximately 3,125 square feet in area with a public plaza, new private street, <br />and related site improvements; and (4) a Vesting Tentative Tract Map (Tract 8631) to <br />subdivide the 2.3 acres into 15 single-family lots, one commercial lot, and three private <br />common space parcels. <br /> <br />EXECUTIVE SUMMARY <br />The subject application proposes to retain and expand the existing two-story, single-family <br />home, demolish all ancillary structures, the Barone’s restaurant, and existing improvements, <br />and create a mixed-use development to construct 14 new detached two-and-a-half-story, <br />single-family homes; two single-story retail/commercial buildings with a plaza and 13-stall <br />parking lot; and related site improvements on the combined approximately 2.3 acres located at <br />475 and 493 St. John Street. The proposal also includes demolishing the existing accessory <br />dwelling unit and constructing an approximately 676-square-foot single-story detached <br />accessory dwelling unit1 for the existing single-family home. <br /> <br />1 The ADU is informational only as ADUs are considered without discretionary review or hearing, though do require a courtesy <br />notice to adjacent tenants and property owners. No analysis or discussion will be provided further in this report.
