City of Pleasanton | Cross-ConnectionControlPlan Project No. PWD 24.202 | September 4,2024 2 <br />02 PROJECT <br />APPROACH <br />UNDERSTANDING <br />On December 19, 2023, the State Water Resources Control Board (SWRCB) adopted the Cross-Connection <br />Control Policy Handbook (CCCPH). The CCCPH became effective on July 1, 2024 and replaced Title 17, the <br />originalstatute governing cross-connection controls. The purpose of the CCCPH is the protection of public <br />health by establishing standards to safeguard public water system from cross-connections and potential <br />backflow or back-siphonage of water from end-users. <br />TheCCCPH will build upon currentTitle 17 regulations and will include four new elements as shown below <br />in red. <br />CURRENT TITLE 17 ELEMENTS CCCPH ELEMENTS <br />1. Local Entity Coordination <br />The City of Pleasanton (City) is subject to the CCCPH requirements as the CCCPH and its standards apply <br />to all California public water systems, as defined in California’s Health and Safety Code (CHSC, section <br />116275 (h)). <br />The City’s Request for Proposal addresses the following CCCPH requirements: <br />x Cross-Connection Control Plan Submittal (CCCPH Section 3.1.4): The City must submit to the <br />SWRCB by July 1, 2025, a Cross-Connection Control Plan (CCCP) developed in consultation <br />with a cross-connection control specialist to describe how the City will achieve and <br />maintain compliance with the CCCPH. <br />x Initial Hazard Assessments (CCCPH Section 3.2.1): The City must conduct an initial hazard <br />assessment of user premises within its services area. The assessment must determine <br />backflow protection requirements of a premise based on the degree of hazard. Single-family <br />residences are included in the hazard assessment process.
