The SS4A Grant is unique in that the <br />program is set up for grant recipients to work directly with the US DOT in managing and <br />administering the project and grant funds. <br /> <br />Staff submitted the grant application in July 2023. In December 2023, the US DOT awarded <br />the City $240,000 to develop the PTAP. Grant agreement work with the West Coast office of <br />US DOT began in earnest in March 2024; a draft of the agreement was sent to the US DOT <br />headquarters in May 2024. In August 2024, US DOT headquarters approved the draft <br />agreement for execution. The grant agreement is between the City and the Federal Highway <br />Administration, a department of US DOT. <br /> <br />DISCUSSION <br />The PTAP will be a comprehensive transportation safety action plan that will also satisfy <br />eligibility requirements for future federal and state transportation funding opportunities, such as <br />the Highway Safety Improvement Program, One Bay Area Grant, Active Transportation <br />Program, and SS4A Implementation grants. This unifying document will take the spirit, policies, <br />and concepts from Complete Streets, Vision Zero, and All Ages and Abilities design to develop <br />recommended improvements to the transportation system. <br /> <br />Staff recommends the City Council authorize the City Manager to execute the attached funding <br />agreement which outlines the responsibilities, milestones, and requirements of both the US <br />DOT and City to ensure successful delivery of the PTAP. The agreement also outlines the total <br />cost of $300,000 to complete the PTAP, with $240,000 in SS4A Grant funding, and a required <br />20 percent local City match of $60,000. The $60,000 in local match is budgeted and available <br />in the Traffic Engineering Professional Services account. <br /> <br />Next Steps <br />Upon execution of the agreement, staff will advertise a Request for Proposals to solicit <br />specialized professional service support to develop the PTAP. Once a firm has been selected, <br />staff will return to the City Council to seek authorization for the professional services <br />agreement. <br /> <br />EQUITY AND SUSTAINABILITY <br />Not applicable, as this item is a routine matter of City business. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the ONE Pleasanton strategic goals of Funding Our Future, <br />Strategy 2 - Identify expanded and new revenue sources to address significant infrastructure <br />needs, and Investing in Our Environment, Strategy 7 - Continue to invest in parks, bicycle, and <br />pedestrian infrastructure, and public art. The PTAP is now a requirement to qualify for state <br />and federal funding; this action will allow the City to maintain eligibility for future significant <br />grant funding in support of planned capital improvement projects. <br /> <br />FISCAL IMPACT <br />The total cost to develop the PTAP is projected to be $300,000.
