Page 1 of 3 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />October 15, 2024 <br />Community Development <br /> <br />TITLE: APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE FUNDING <br />AGREEMENT WITH THE FEDERAL HIGHWAY ADMINISTRATION FOR THE <br />SAFE STREETS AND ROADS FOR ALL - PLANNING AND DEMONSTRATION <br />GRANT TO DEVELOP THE PLEASANTON TRAVEL ACTION PLAN AND <br />APPROVE BUDGET AMENDMENTS IN THE MISCELLANEOUS CIP GRANTS <br />FUND AND GENERAL FUND <br /> <br />SUMMARY <br />On June 20, 2023, the City Council authorized staff to submit an application to the United <br />States Department of Transportation (US DOT), Federal Highway Administration (FHWA), for <br />the Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant. In December <br />2023, the US DOT awarded $240,000 to the City to develop the Pleasanton Travel Action Plan <br />(PTAP). The grant supports agencies in planning, infrastructure implementation, and <br />operational improvements to prevent death and serious injury on roads for all modes of <br />transportation. <br /> <br />The SS4A grant provides 80 percent of the total project cost, while awardees are required to <br />provide the remaining 20 percent as a local fund match. The US DOT will provide $240,000 <br />and the City’s local match is $60,000, for total project funding of $300,000. <br /> <br />RECOMMENDATION <br />• Approve and authorize the City Manager to execute the funding agreement with the <br />Federal Highway Administration for the Safe Streets and Roads for All - Planning and <br />Demonstration Grant to develop the Pleasanton Travel Action Plan <br />• Approve budget amendments in the Miscellaneous CIP Grants Fund to appropriate <br />$240,000 in grant revenue and appropriate a corresponding $240,000 in expenditures <br />to the Pleasanton Travel Action Plan Project <br />• Approve a budget amendment in the General Fund to reallocate $60,000 in existing <br />Professional Services budget to the Pleasanton Travel Action Plan Project. <br /> <br /> <br />BACKGROUND <br />The goal of the SS4A Grant is to help agencies prevent roadway deaths and serious injuries <br />for all roadway users, including pedestrians, bicyclists, public transportation users, motorists, <br />and micro-mobility users. The SS4A Grant supports elements of the US DOT’s Safe System <br />Approach with objectives that produce safer people, safer roads, safer vehicles, safer speeds, <br />and post-crash care. The SS4A grant requires a 20 percent local fund match of the total cost to <br />complete the project. <br /> <br />Typically, State DOTs or Regional Congestion Management Agencies are the delegated <br />Page 27 of 218
