Page 2 of 3 <br />The CCCPH requires the City to prepare and submit to the SWRCB a Cross-Connection <br />Control Plan (CCCP) by July 1, 2025. The CCCP must detail the following essential <br />information: <br />• How the City will achieve and maintain compliance with the CCCPH directives. <br />• Description of the process, personnel, and timeframes for completing hazard <br />assessments. <br />• Description of the legal authority to implement corrective actions against water users if <br />necessary to achieve CCCPH compliance. <br />• Description of the City’s backflow program, tracking, and procedures for responding to <br />backflow incidents. <br />• Description of the corrective actions the City will implement when a cross-connection <br />exists and/or a backflow protection assembly requires repair/ replacement. <br />• Description of public outreach and education as required under the CCCPH. <br /> <br />In addition, the City is required to conduct an initial hazard assessment of the potable <br />distribution system. The hazard assessment will identify actual or potential cross-connection <br />hazards, the degree of hazards, and any backflow protection needed. <br /> <br />The SWRCB is the regulating authority over submitted cross-connection control plans. <br />Following the City’s CCCP submittal, the SWRCB will review and approve the plan. Due to the <br />uncertainty of how long it will take to receive SWRCB's review comments and the potential <br />need for assistance on CCCP revision, the proposed contract term is three years. <br /> <br />DISCUSSION <br />Specialized cross-connection control and backflow experience assistance are necessary to <br />provide the City with the technical knowledge needed to develop the CCCP and <br />guidance/recommendations on assessing the degree of hazard for potential site hazard <br />assessments. Under the proposed contract, staff will be provided with recommendations for <br />appropriate measures, programmatic standard changes, or both necessary to achieve and <br />maintain CCCPH compliance in relation to the existing City processes and standards. <br /> <br />The City received two proposals in response to the RFP, which was announced on the City’s <br />website and Bidnet Direct. The two firms that submitted proposals were West Yost & <br />Associates, Inc. and HydroCorp, LLC. The proposals received were evaluated based on <br />disclosed evaluation criteria, which included a thorough understanding of the CCCPH, project <br />approach, selected project team qualifications, demonstration of relevant experience, and <br />financial feasibility. Staff recommends the selection of West Yost & Associates, Inc. for <br />contract award of these services based on its detailed understanding of the scope of work, <br />qualifications, relevant work history, and reasonable pricing of $103,158 with a 20 percent <br />contingency of $20,632 for a total not-to-exceed amount of $123,790. <br /> <br />EQUITY AND SUSTAINABILITY <br />As a full-service municipality, the City provides a wide range of services and programs to meet <br />the needs of all community members. Completing the Cross-Connection Control Plan will <br />ensure the protection of the drinking water system from sources of contamination caused by <br />cross-connections. <br />Page 51 of 90
