Page 1 of 3 <br />Item #8 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />October 1, 2024 <br />Public Works - Utilities Division <br /> <br />TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH WEST YOST & <br />ASSOCIATES, INC., IN THE NOT-TO-EXCEED AMOUNT OF $123,790 TO <br />PROVIDE ASSISTANCE WITH A CROSS-CONNECTION CONTROL PLAN <br />DEVELOPMENT AND HAZARD ASSESSMENTS IN COMPLIANCE WITH THE <br />CROSS-CONNECTION CONTROL POLICY HANDBOOK <br /> <br />SUMMARY <br />The City seeks a consultant to assist with the development of the City’s cross-connection <br />control plan and associated potable water system hazard assessments, services related to <br />regulatory compliance under the new Cross-Connection Control Policy Handbook (CCCPH) as <br />required under Assembly Bill (AB) 1671. As conducting the work directed under the CCCPH <br />will require intensive specialized technical expertise for a limited time and such specialized <br />technical expertise is limited within the City organization, staff recommends consultant <br />assistance on obligations under the CCCPH. <br /> <br />Staff issued a formal Request for Proposals (RFP) for cross-connection control plan and <br />hazard assessment services for CCCPH compliance. Following proposal review, West Yost & <br />Associates, Inc., was selected based on the established RFP evaluation criteria and reference <br />checks. Staff is proposing a three-year agreement for the identified tasks in the amount of <br />$103,158 with a 20 percent contingency of $20,632 for a total not-to-exceed amount of <br />$123,790. <br /> <br />RECOMMENDATION <br />Approve a professional services agreement with West Yost & Associates, Inc., in the not-to- <br />exceed amount of $123,790 to provide assistance with a cross-connection control plan <br />development and hazard assessments in compliance with the Cross-Connection Control Policy <br />Handbook. <br /> <br />BACKGROUND <br />AB 1671 mandates the State Water Resources Control Board (SWRCB) to adopt updated <br />backflow protection and cross-connection control standards. On December 19, 2023, the <br />SWRCB fulfilled this directive through the adoption of the CCCPH, which went into effect July <br />1, 2024, and will replace Title 17, the original statute governing cross-connection controls, on <br />January 1, 2025. <br /> <br />The purpose of the CCCPH is to protect public health by establishing standards that protect <br />the public water system’s potable distribution system by preventing any potential backflow or <br />back-siphonage of water from end-user sources back into the potable distribution system. The <br />City Council was informed of the CCCPH adoption through the quarterly Water System <br />Activities Update item on the July 16, 2024, City Council meeting agenda. <br /> <br />Page 50 of 90
