Page 2 of 3 <br />The Engineer’s Reports approved by the City Council on June 18, 2024, allocated funding for a <br />Proposition 218-compliant vote for the Moller Ranch and Ponderosa-Del Prado LMDs. The <br />reserve fund for each LMD will be utilized to fund the costs of the public outreach and balloting <br />procedures required to increase the assessments to cover actual costs and to align with <br />Proposition 218 requirements. <br /> <br />In July 2024, staff advertised a Request for Qualifications (RFQ) for financial and engineering <br />services to update the Engineer’s Reports and provide Proposition 218-compliant balloting <br />procedures for the Moller Ranch and Ponderosa-Del Prado LMDs. <br /> <br />DISCUSSION <br />SCI’s professional services will include public outreach and a Proposition 218-compliant vote <br />to increase assessments for the Moller Ranch and Ponderosa-Del Prado LMDs to address <br />existing funding deficiencies. The LMD assessments have not been increased since the <br />formation of the districts. Ponderosa-Del Prado was formed in 1984, and Moller Ranch was <br />formed in 1995. There was no escalation or inflation factor included in the approval of the <br />districts, which has been the primary factor leading to the funding shortfall. <br /> <br />Two consulting firms submitted a Statement of Qualifications (SOQ) for the project prior to the <br />July 26, 2024, submittal deadline. Staff reviewed the SOQs and invited both firms for <br />interviews. The interviewed firms were SCI Consulting Group, Inc., and Harris. Based on the <br />ratings of the SOQ, interviews, and reference checks, staff recommends awarding the contract <br />to SCI Consulting Group, Inc. for $64,690 (see Attachment 1) and approving a design <br />contingency of 10 percent, approximately $6,500. The contingency will allow the City to <br />conduct further public outreach, if necessary, or respond to concerns brought up during the <br />outreach process. <br /> <br />Schedule <br />Award of contract October 1, 2024 <br />Public outreach Nov. 2024 – April 2025 <br />Balloting procedure May/June 2025 <br />Finalize Assessment changes July/August 2025 <br /> <br />EQUITY AND SUSTAINABILITY <br />Not applicable, as this item is a routine matter of City business. <br /> <br />OUTREACH <br />Prior to the Proposition 218 vote, staff and the consultant will hold public outreach meetings <br />and will poll the LMD property owners. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the Citywide ONE Pleasanton strategic goal of Funding our <br />Future, Strategy 1 - Develop a long-term strategy for funding operations and maintenance <br />needs to ensure reliability of community-owned facilities and infrastructure and continuity of <br />City services. <br /> <br />FISCAL IMPACT <br />A total of $80,000 is budgeted in the Moller Ranch ($40,000) and Ponderosa-Del Prado <br />Page 25 of 90
