Page 2 of 3 <br />No. 24278. On December 19, 2023, City Council increased the authorization for change orders <br />and the project’s contingency by $100,000 to a total of $182,000. This increased authorization <br />was required due to changes in the work at Meadowlark Park caused by unanticipated field <br />conditions. Construction began in October 2023 and was completed in May 2024. <br /> <br />DISCUSSION <br />As part of the annual sewer maintenance program to address sewer lines and structures <br />needing replacement or rehabilitation, this project removed and replaced 572 linear feet of 8- <br />inch sewer line and 269 linear feet of 10-inch sewer line, installed 329 linear feet of 18-inch <br />sewer line, replaced 69 linear feet of sewer laterals, installed four sewer manholes, and <br />reconstructed three manhole inverts. The project also removed one sewer manhole, 12 linear <br />feet of 6-inch sewer line, and 215 linear of 18-inch sewer line, abandoned 1,142 linear feet of <br />8-inch sewer line, and modified sewer manholes along Rose Avenue to divert sewer flows from <br />the current west-to-east system to an existing system to run east-to-west. <br /> <br />During the construction of the project, the City’s on-call materials testing firm, Geocon <br />Consultants, Inc., provided materials testing and inspection services for $3,432. <br /> <br />The City’s archeological consultant, Alta Archaeological Consulting, LLC (Alta) provided <br />monitoring services within project areas where there was a potential to encounter cultural <br />resources. The project required additional services from Alta beyond the original contract <br />amount due to extended limits of excavation after uncovering unmarked dry utilities requiring <br />additional trenching, which increased the new total anticipated amount to $24,345. <br /> <br />All work performed by Golden State Construction & Utility, Inc. has been reviewed and verified <br />by the City Engineer to meet the City’s approved plans and specifications and has been <br />completed to the satisfaction of the Director of Public Works. Staff recommends the City <br />Council accept the work, authorize the City Clerk to file a Notice of Completion, authorize the <br />release of retention 30 days after recordation, and approve the contract amendment with Alta <br />Archaeological Consulting LLC. The contract with Alta will be closed out after the contract <br />amendment has been processed. <br /> <br />EQUITY AND SUSTAINABILITY <br />Staff followed the City Procurement Policy for purchasing procedures as these types of repairs <br />are routine matters of City business. <br /> <br />OUTREACH <br />Construction notices were sent to residents and businesses adjacent to project locations. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />This project advances the ONE Pleasanton strategic plan goal of Investing in Our <br />Environment, Strategy 1 – Implement the Four-Year Capital Improvement Program (CIP) to <br />complete the design and construction of budgeted capital projects. <br /> <br />FISCAL IMPACT <br />Funding for this project totaled $1.5 million, and project expenditures to date of $721,229, and <br />anticipated expenditures of $24,345 (Alta), leaving a balance of $754,426 (see Attachment 1). <br />Staff recommends returning the project’s remaining unused amount to the fund balance in the <br />Page 21 of 90
