Page 1 of 3 <br />Item #5 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />October 1, 2024 <br />Public Works - Engineering Division <br /> <br />TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY GOLDEN STATE <br />CONSTRUCTION & UTILITY, INC., APPROVE AN AMENDMENT TO THE <br />PROFESSIONAL SERVICES AGREEMENT WITH ALTA ARCHAEOLOGICAL <br />CONSULTING LLC FOR THE ANNUAL SEWER COLLECTION SYSTEM <br />IMPROVEMENTS PROJECT, CIP NO. 24278, AND APPROVE A BUDGET <br />AMENDMENT IN THE SEWER REPLACEMENT FUND <br /> <br />SUMMARY <br />This project addressed several sewer lines and structures needing replacement or <br />rehabilitation on Regency Drive at Meadowlark Park, W. Angela Street between Main and First <br />Streets, at the intersection of California Avenue and Washington Street, and Arendt Way <br />between First and Second Streets. Work also included the realignment of the sewer main at <br />Bernal Avenue west of W. Lagoon Road, which is preventative work to avoid potential service <br />impacts associated with the continuing erosion of the banks of the Arroyo de la Laguna, and <br />work to divert sewer flows along Rose Avenue from the current west-to-east system to an <br />existing system to run east-to-west. The work has been completed in accordance with the City <br />Engineer’s approved plans and specifications and to the satisfaction of the Director of Public <br />Works. The project is recommended for acceptance as complete by the City Council. <br />Unforeseen circumstances required additional excavation requiring archeological monitoring <br />that Alta Archeological Consultants performed; staff recommends approving a contract <br />amendment in the amount of $7,545 to cover the additional services and to close out the <br />contract. <br /> <br />RECOMMENDATION <br />1. Accept the project as complete and authorize the City Clerk to file a Notice of <br />Completion. <br />2. Authorize release of the retention in the amount of $35,795 to Golden State <br />Construction & Utility, Inc. 30 days after recordation of the Notice of Completion. <br />3. Approve a budget amendment to return the project’s balance of $754,426 to the fund <br />balance in the Sewer Replacement Fund (Fund 431). <br />4. Approve an amendment with Alta Archaeological Consulting LLC, extending the term <br />through September 30, 2024, and increasing the total contract amount to $24,345, an <br />increase of $7,545 from the initial $16,800. <br /> <br /> <br />BACKGROUND <br />On October 3, 2023, the City Council awarded a contract to Golden State Construction & <br />Utility, Inc. for the not-to-exceed amount of $544,000, authorized the Director of Public Works <br />to execute change orders up to $82,000 and approved a contract with Alta Archeological <br />Consultants for $16,800 for the Annual Sewer Collection System Improvements Project, CIP <br />Page 20 of 90
