FOR THE ANNUAL CURB AND GUTTER FOR STREET <br />RESURFACING PROJECT, CIP NO. 24509 AND APPROVE A BUDGET <br />AMENDMENT TO RETURN $21,412 TO THE GAS TAX FUND <br /> <br />SUMMARY <br />The 2024 Curb and Gutter for Street Resurfacing project consisted of removing and replacing <br />damaged concrete sidewalks, curbs, and gutters. The project also included the installation or <br />modification of the Americans with Disabilities Act (ADA) pedestrian access ramps and <br />pedestrian push buttons where none existed or were significantly out of compliance with <br />current ADA standards. On February 20, 2024, the City Council awarded the contract to <br />Villalobos & Associates, Inc. The work has been completed in accordance with the City <br />Engineer’s approved plans and specifications and to the satisfaction of the Director of Public <br />Works. The project is recommended for acceptance as complete by the City Council. <br /> <br />RECOMMENDATION <br />1. Accept the project as complete and authorize the City Clerk to file a Notice of <br />Completion. <br />2. Authorize release of the retention in the amount of $39,396 to Villalobos & Associates, <br />Inc., 30 days after the recordation of the Notice of Completion. <br />3. Approve a budget amendment to return the project’s unused balance of $21,412 to the <br />Gas Tax fund balance (Fund 160). <br /> <br /> <br />BACKGROUND <br />On February 20, 2024, the City Council awarded Villalobos & Associates, Inc. a contract for <br />$720,618 and authorized the Director of Public Works to approve change orders up to the <br />project contingency amount of $72,000. Construction began in March 2024 and was <br />substantially completed in June 2024. <br /> <br />DISCUSSION <br />As part of the City’s Pavement Program, this annual project addresses concrete improvements <br />in advance of the annual paving projects. The project removed and replaced 10,349 square <br />feet of sidewalk and 1,588 linear feet of curb and gutter. The project also installed 42 new ADA <br />pedestrian ramps and made improvements to 10 pedestrian refuge/passageway islands, and <br />two existing pedestrian ramps were modified to be ADA-compliant. Additionally, 97 linear feet <br />of valley gutter were replaced, and 56 pedestrian push-button poles were installed or modified <br />to meet new ADA standards. Recent ADA laws require that ADA ramps be directional with the <br />crosswalks, or the truncated ADA domes must expand across the crosswalks. This <br />requirement resulted in the replacement of all ADA ramps where only one ramp serves two <br />Page 15 of 90
