<br />Exhibit A <br />Project Scope of Work <br />PWD 24.602 <br /> <br />Task 1: Review of the 2019 SSMP, 2021 SSMP Audit, and 2023 O&M Program <br />Development Summary Report <br /> <br />The project and Task 1 will be initiated with a project kick-off meeting to allow the <br />consulting team to meet new City management and project related staff who will be <br />involved during the project. This meeting will also include a discussion of the City’s <br />designated positions for compliance with the WDR as the current certified information <br />in CIWQS appears to be outdated. Thereafter, the Fischer Compliance and Woodard & <br />Curran collection system subject matter experts (SMEs) will undertake a review of the <br />2023 O&M Program Development Summary Report, the 2019 SSMP and the 2021 <br />SSMP Audit Report and will prepare their opinions and recommendations regarding the <br />findings, especially in light of the sewer management and staffing changes since those <br />report completions. These findings and recommendations will be documented in a O&M <br />Program Development Memo. These findings will also be presented to City <br />management and staff during a separate workshop for agreement and inclusion in Tasks <br />2 and 3 work. <br /> <br />Deliverables (including Draft and Final): O&M Program Development Memo <br /> <br />Meetings (including agenda/presentation/minutes): Kickoff Meeting and OM Program <br />Development Workshop <br /> <br />Task 2: Prepare the 2024 SSMP Audit (Completion by January 31, 2025) <br /> <br />Fischer Compliance will begin Task 2 work by conducting a Compliance Evaluation <br />Inspection (CEI) including updating of historical performance results for both <br />operations and spill results, drafting of the SWRCB pre-inspection questionnaire for use <br />during the SSMP audit interviews, and evaluating the City’s spill response compliance <br />efforts. This work will include up to eight (8) interviews with City WDR designated <br />positions, senior management of the collection system, administration and engineering <br />staff responsible for collection system support and sewer field personnel to assure their <br />understanding of the WDR. City policies and procedures, including the SERP, will be <br />evaluated to assure that the City’s SSMP provides the necessary process and procedural <br />descriptions for compliance. Upon completion of the CEI Report, Fischer <br />Compliance and Causey Consulting will prepare the SSMP Internal Draft Audit Report <br />including incorporation of the evaluations from Task 1, identification of program <br />effectiveness and corrective actions for the sewer program and any necessary revisions <br />to the SSMP in Task 3; meet with City Public Works and project management to receive <br />comments and changes to the draft; and then update a Council draft for informational <br />purposes on January 7, 2025. The Council consideration will include a separate <br />PowerPoint presentation and attendance by representatives of the project team to be <br />available to answer questions following the Audit Presentation.
