IN THE AMOUNT OF $406,319 <br />WITH AN APPROXIMATELY 10 PERCENT CONTINGENCY OF $41,000 FOR THE <br />ANNUAL COURT RESURFACING PROJECT AT THE FAIRLANDS PARK AND <br />TENNIS AND COMMUNITY PARK AND APPROVE BUDGET AMENDMENTS TO <br />THE PARK CIP GENERAL FUND (FUND 221) <br /> <br />SUMMARY <br />This project will perform essential maintenance to address safety concerns and extend the life <br />of two tennis courts at Fairland Park. In addition, the project will convert court 10 at the Tennis <br />and Community Park to four pickleball courts paid for by Lifetime Tennis. The remaining courts <br />1-12 at Tennis and Community Park have reached their expected life and need maintenance <br />to prevent further deterioration on some of the most frequently used courts in the community. <br /> <br />The project was initially bid in July 2024; however, due to receiving one bid for twice the <br />Engineer’s Estimate, staff recommends rejecting the bid received from July 11. The project <br />was rebid, and on August 14, 2024 the City received five bids. Staff recommends awarding the <br />contract to the lowest responsive bidder, Silicon Valley Paving, Inc., for the low bid amount of <br />$371,796 and including the bid alternative for resurfacing courts 1 – 9, 11, and 12 at Tennis <br />and Community Park in the amount of $34,523, for a total bid amount of $406,319, with a <br />contingency of $41,000 (approximately 10 percent). <br /> <br />Construction is expected to occur from September to late November 2024. <br /> <br />RECOMMENDATION <br />1. Reject all bids received on July 11 for the Annual Court Resurfacing project at the <br />Fairlands Park and Tennis and Community Park. <br />2. Approve plans and specifications and award the project construction contract to Silicon <br />Valley Paving, Inc., for the low bid amount of $371,796, and the bid alternative in the <br />amount of $34,523, for a total bid amount of $406,319.  <br />3. Authorize the City Manager to enter into the project contract.  <br />4. Authorize the Director of Public Works, or authorized staff, to approve and execute <br />contract change orders for a project contingency amount of $41,000 (approximately 10 <br />percent) for unforeseen yet necessary related work. <br />5. Approve budget amendments in the Park CIP - General Fund (Fund 221) by increasing <br />revenue by $100,000 and also increasing expenditure for the Annual Court Resurfacing <br />project by $100,000. <br /> <br /> <br />BACKGROUND <br />Page 41 of 46
