The estimated staff cost to process a new CCW permit will be approximately $592.62 plus
overhead cost per permit at $160.01. In addition, the processing cost per permit (estimated at
38 per year, which includes the software per permit) will be approximately $92.11. The total
cost per CCW permit is estimated at $844.74 (see CCW - total cost table). The City will be
collecting $500 from each applicant. As such, the processing and issuance of a new CCW
permit will not be cost neutral. Renewals will require significantly less staff time and will be
processed by a CSO at approximately $86 per hour plus the overhead cost for a total of
$109.21. Each renewal will cost the applicant $100. SB 2 authorizes a licensing authority to
charge a fee of an amount equal to "reasonable processing costs" for a new license. The
Alameda County CCW working group reviewed the law including challenges to the fees
charged by others cities, and determined a reasonable range. Staff's recommendation is within
that range.

A resolution updating Chapter 5, Section B of the Master Fee Schedule is necessary to cover
the reasonable costs associated with processing CCW permits (Attachment 1).

Prepared by: Submitted by: Approved by:

Erik Silacci, Police
Lieutenant
Gina Anderson, Interim Police Chief

Gerry Beaudin, City
Manager

Attachments:
1.
