Page 1 of 3 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />August 20, 2024 <br />City Manager <br /> <br />TITLE: CONTINUED FROM JULY 16, 2024 - ADOPT A RESOLUTION APPROVING THE <br />WASTE AND RECYCLING MANAGER POSITION AND APPROVE BUDGET <br />AMENDMENTS IN THE PLEASANTON GARBAGE SERVICES RESERVE FUND <br /> <br />SUMMARY <br />The City Council recently approved a cost-based rate adjustment for solid waste, recyclable <br />materials, and organic materials collection for Fiscal Year 2024/25. The approved resolution <br />allocated a portion of the revenue generated by the rate adjustment to support a new Waste <br />and Recycling Manager position to oversee the City’s waste and recycling team and the <br />Garbage Franchise Agreement, as well as other waste and recycling related programs and <br />projects. This resolution enacts the City Council’s direction by amending the FY 2024/25 <br />operating budget to add the Waste and Recycling Manager position. This position is entirely <br />funded by garbage rates and will therefore have no impact to the General Fund. As part of the <br />restructuring of the Public Works Department to increase operational efficiency, the Waste and <br />Recycling program, including this position, and other positions supporting the City's waste and <br />recycling efforts, will be transitioned to the Public Works Department later this fiscal year. <br /> <br />RECOMMENDATION <br />Adopt a resolution approving the Waste and Recycling Manager position and approve budget <br />amendments in the Pleasanton Garbage Services Reserve Fund. <br /> <br />BACKGROUND <br />At its meeting on May 21, 2024, the City Council approved a cost-based rate adjustment for <br />solid waste, recyclable materials, and organic materials collection for Fiscal Year 2024/25. The <br />resolution approved by the City Council included the introduction of $500,000 for City staff <br />costs to facilitate compliance with SB 1383, which requires cities and waste facilities to <br />implement, measure, and report organic waste activity to reduce greenhouse gas emissions by <br />diverting organic waste from landfills. Staffing identified to be funded included an existing <br />Management Analyst and an existing Recycling Coordinator, as well as a new Waste and <br />Recycling Manager position that had not yet been created. At the time of the approval, the staff <br />report stated that once all position-related details had been finalized, staff would bring a <br />recommendation to add the new Waste and Recycling Manager position, which will be 100 <br />percent funded with non-General Fund dollars. <br /> <br />DISCUSSION <br />Adding three to five full-time staff to support the City’s waste and recycling program was <br />outlined in the SB 1383 Action Plan adopted by the City Council on July 20, 2021. Currently, <br />the City has 2.30 Full-Time Equivalent (FTE) staff allocated to waste and recycling. This <br />includes a portion of the Assistant to the City Manager position, a full-time Management <br />Analyst and a Recycling Coordinator.
