The City is currently working with Civitas Advisors to complete a report and
feasibility study for future revisions to the assessment methodology, particularly exploring a
property-based business improvement district. Anticipated by the end of 2024, this report will
provide the status of the feasibility study and outline any initial recommended changes to the
assessment methodology. In the interim, the current assessment methodology and process
will remain in place for 2025.

DISCUSSION
The City Council’s appointment of the Advisory Board is the first step in a three-step process
for establishing and levying the annual assessments in the Downtown Pleasanton Business
Improvement District (BID).
