Page 1 of 3 <br />Item #3 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />August 20, 2024 <br />City Manager <br /> <br />TITLE: APPROVE APPOINTMENT OF THE 2024 ADVISORY BOARD FOR THE <br />DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT DISTRICT <br /> <br />SUMMARY <br />State law requires the City Council to annually appoint an advisory board to the Downtown <br />Pleasanton Business Improvement District (BID) to prepare the annual budget and report for <br />determining the annual assessments to be levied on the businesses within the BID. The <br />budget, report and assessments are determined on a calendar year basis and the <br />assessments are collected annually along with the City business license fees. The next <br />collection period will be the 2025 calendar year. <br /> <br />The Pleasanton Downtown Association (PDA) is the administrator of the BID on behalf of the <br />City. At its July 16, 2024, board meeting, the PDA Board of Directors discussed and is <br />recommending to the City Council the PDA Executive Committee serve as this year’s Advisory <br />Board. <br /> <br />RECOMMENDATION <br />Approve appointment of the 2024 advisory board for the Downtown Pleasanton Business <br />Improvement District to be composed of the PDA Executive Committee as follows: <br /> <br />President – Scott Larson, Restaurant Owner <br />President Elect – Angel Moore, Associate Member <br />Treasurer – Cathy Denham, Retail Owner <br />Secretary – Jesse Takens, Retail Owner <br />Past President – Randy Brown, Associate Member <br /> <br />BACKGROUND <br />Chapter 3, Section 36530 of the Parking and Business Improvement Area Law of 1989 <br />requires the City Council to appoint an advisory board to prepare the annual budget with a <br />report describing the downtown improvement district's initiatives and activities and the related <br />funding sources. The City is currently working with Civitas Advisors to complete a report and <br />feasibility study for future revisions to the assessment methodology, particularly exploring a <br />property-based business improvement district. Anticipated by the end of 2024, this report will <br />provide the status of the feasibility study and outline any initial recommended changes to the <br />assessment methodology. In the interim, the current assessment methodology and process <br />will remain in place for 2025. <br /> <br />DISCUSSION <br />The City Council’s appointment of the Advisory Board is the first step in a three-step process <br />for establishing and levying the annual assessments in the Downtown Pleasanton Business <br />Improvement District (BID).
