Page 1 of 3 <br />Item #14 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />July 16, 2024 <br />Public Works - Operations Division <br /> <br />TITLE: APPROVE A THREE-YEAR MAINTENANCE AGREEMENT WITH (SWEEPING <br />CORP OF AMERICA) SCA OF CA, LLC IN THE NOT-TO-EXCEED AMOUNT OF <br />$1,341,437 FOR CITYWIDE STREET SWEEPING SERVICES WITH THE OPTION <br />TO EXTEND TWO ADDITIONAL ONE-YEAR EXTENSIONS <br /> <br />SUMMARY <br />In recent years, the City established a maintenance agreement with scheduled daily routes <br />and emergency response services for maintenance of City streets and Ciy-owned parking lots. <br />This proactive approach has significantly extended the lifespan of City-maintained travel <br />surfaces and reduced overall maintenance costs. The current Street Sweeping Maintenance <br />services agreement expires on July 30, 2024.Staff issued a Request for Bid (RFB) in May <br />2024 for experienced licensed contractors to perform citywide street sweeping services. The <br />proposed three-year maintenance agreement will commence on August 1, 2024, and expire on <br />June 30, 2027, with an option for two additional one-year extensions with Consumer Price <br />Index (CPI) increases; the agreement also allows the City to terminate at any time during the <br />contract period, should there be a need to reduce this program. <br /> <br />RECOMMENDATION <br />Approve and authorize the City Manager to execute a three-year maintenance service <br />agreement with SCA of CA, LLC - Sweeping Corp of America (SCA) in the not-to-exceed <br />amount of $1,341,437, inclusive of a 10 percent contingency for continued proactive street <br />sweeping maintenance and emergency response services with the option to extend two <br />additional one-year extensions with satisfactory performance with CPI increases. This <br />recommendation is made to continue enhancing the effectiveness and efficiency of the City's <br />travel surface maintenance program, address water quality requirements, and mitigate <br />seasonal flooding occurances. <br /> <br />BACKGROUND <br />The City is responsible for sweeping maintenance of City streets and City-owned parking lots. <br />This comprehensive service covers a significant scope, including 579 curb miles of roads <br />swept monthly. This maintenance is crucial, particularly during the leaf season from November <br />to January, to ensure that City streets and storm drains are cleared of debris. <br /> <br />The city is segmented into 21 sweeping zones to effectively manage this extensive area. The <br />frequency of sweeping services is strategically determined based on each area’s specific <br />needs and activity levels. This structured approach to street sweeping not only enhances the <br />cleanliness and appearance of our city but also plays an important role in environmental <br />protection and the prevention of drainage blockages. Residential neighborhoods typically <br />require sweeping once a month and are scheduled on a regular day each month to maintain <br />consistency and predictability for residents. Commercial areas are being reduced to sweeping <br />once a month.
