Page 1 of 5 <br />Item #11 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />May 21, 2024 <br />Public Works - Operations Division <br /> <br />TITLE: APPROVE AS-NEEDED MAINTENANCE AND TRADE SERVICES <br />AGREEMENTS FOR FACILITIES, UTILITIES, STREETS, PARKS, FLEET, AND <br />ENVIRONMENTAL SERVICES DIVISIONS FOR GENERAL MAINTENANCE <br />INFRASTRUCTURE REPAIRS <br /> <br />SUMMARY <br />To effectively maintain the integrity of City infrastructure, the City utilizes contract services in a <br />broad range of areas, which include facilities renovation, utilities (water, sewer, and storm) <br />repairs, street repairs, parks, trails and median renovation, fleet maintenance, and outfitting <br />environmental services testing and repairs. In April 2024, staff solicited Request for Proposals <br />(RFP) for the six identified divisions for the services of experienced license contractors to <br />perform as-needed, necessary maintenance services in these areas. Based on the proposals <br />received, staff has established a list of as-needed maintenance and trade services agreements <br />with annual not-to-exceed limits. The recommended as-needed services agreements will <br />commence on July 1, 2024, and expire on June 30, 2027, with an option for two additional <br />one-year extensions. <br /> <br />RECOMMENDATION <br />Approve the recommended three-year as-needed agreements for the six Public Works <br />divisions. <br /> <br />BACKGROUND <br />Within the City’s approximately 24 square miles boundaries are numerous infrastructure assets <br />that require ongoing maintenance and as-needed repairs, including: <br />• 331 miles of water mains, 260 miles of sewers, and 196 miles of storm pipeline <br />• 217 miles of roads <br />• 139 publicly maintained buildings <br />• 1016 acres of Open Space, 385 developed acres of parks, 85 acres of medians, and 23 <br />miles of trails <br />• 300+ vehicles and 100 pieces of equipment <br />• 300 backflow prevention assemblies, five above-ground storage tanks, and two <br />underground storage tanks. <br /> <br />To meet the City’s needs, as-needed contractors that augment the work of City staff are <br />essential to supporting the City’s core essential functions and keeping the city in good <br />operating order.
