The Planning <br />Commission voted unanimously to support staff's recommendation to forward the project to the <br />City Council for review. Included in the Planning Commission's recommendation was a request <br />for staff to complete a supplemental evaluation of access to Foothill Road and consider the <br />construction of a traffic signal on Foothill Road or an alternate improvement to assist with the <br />access to Foothill Road . The Commission's concerns related to the speed of the vehicles on <br />Foothill Road and the ability for the senior residents of the project to safely exit the proposed <br />development. <br />This memorandum provides the additional analysis requested by the Planning Commission <br />and is provided as a supplemental memorandum since the analysis had not been completed at <br />the time of publication of the City Council agenda packet. • <br />Merritt Property Supplemental Site Access Evaluation <br />Project Details <br />The proposed project includes 111 age restricted single family homes , with residents limited to <br />adults 55 and older. The point of access to and from the development is on Foothill Road. <br />Foothill Road is a 2-lane roadway with a posted speed limit of 45 mph. <br />The proposed project will widen Foothill Road along the 800-foot project frontage and along an <br />additional 1,000 feet to provide a wider section from Muirwood Drive south to Foothill Knolls <br />Drive (~1,800 feet of improvements). These improvements will include an additional 27 feet of <br />usable roadway which will be used to create new left turn pockets and new buffered bike <br />lanes . A six-foot sidewalk will also be constructed on the east side of Foothill Road ; this <br />sidewalk extension is located outside of the previously mentioned 27-foot roadway widening <br />area.
