s chool. S ince the bo llar ds wer e ins talled fr om Hopyar d to Hacienda
(Pha s e 1), it's ha r d to ar gue as s tr o ngly for the ir "s afe ty" concer n
given the financial s ituation, but O we ns to S a nta Rita r emains high. If
O we ns is "10" the n Hopyar d to Willo w and Willow to Hacienda wo uld
be les s than "5" - in m y o pinion, to day.
T he pr ior ity m atr ix als o ha s a "gr ant funding" colum n. It im plies that
mos t of WLP is ineligible for gr a nt funding - "0" o r "10" and
S to ner idge to Owens is "5". B as ed on my inter actio n with s taff and
with both MTC and AC TC, the gr antor s ar e quite libe r a l in their
funding decis io ns fo r the City of P leas anto n. Pe r the r epor t, "gr ant
funding is bas ed on implem enting a multim odal co ncept fr om
Hopyar d Road to the Ir on-Hor s e Tr ail (ne ar O wens Dr ive). Thes e
funds ca n o nly be utilized towa r d bike and pede s tr ian
im pr ovem ents ." I do n't know why this is tr ue o r why it ca nnot be
a me nded. Als o , s ince this applies only to the bike/ped
im pr ovem ents , why does it have s uch a pr ono unced impa ct on the
r oa dway r econs tr uctio n pr ior ity?
It would be infor m ative fo r City C o uncil to s e e a br ea kdown of
e ligibility by gr ant s our ce. Ar e they all identical, as implied? Wouldn't
s o m e gr a nts apply equa lly to the O we ns to S a nta Rita s ection as
they do to the Ho pyar d to Willow s ection? Is the City no t in a pos ition
to nego tiate?
T he co m munity has expr es s e d pr ior ity fo r O wens to S anta Rita and
S anta Rita to Fair lands for at leas t 15 year s . Ther e is a s entence,
"...to com ple te ... the e ntir e co r r idor if funding be co m es available"
which make s me wo r r y that thes e s ections will not be a ddr es s ed in
my lifetim e.
