My co mment on this item is pr im ar ily to ques tio n the "pr io r ity matr ix" in the age nda r epor t for item #18. In the 2010 Mas ter P lan, pa r ts of WLP wer e identifie d a s pr ior ities for bike/ped impr o vem ents , notably fr om Owens to S anta Rita and fr o m S anta Rita to Fair lands . Tho s e wer en't completed. In 2018, the WLP co r r idor was identifie d a nd much o f the co m munity's focus was a gain fr om O we ns to S a nta Rita to Fair lands . This was a clea r pr ior ity. The collis io n his tor y als o indicated tha t thes e s ectio ns had s ignificant s afety concer ns . At the time , Toole was the co ns ulta nt. We a ll came to a co ns ens us o n a de s ign. T hen s taff change d co ns ultants and the new o ne dr ew up a new plan. I r ecall being told that the new de s ign r efle cted what the co mmunity r ea lly wanted - unlike Toole's des ign. I do n't know what this was bas ed o n; we wer e jus t told. The cor r ido r pr oject was o r iginally br o ken into fo ur s ections to be im plem ented o ver s ix phas es , if I r ecall co r r e ctly. The s ectio n fr om O wens to S anta Rita a nd was las t, in contr as t with B P TC's pr e fer ence, and Fair lands was e xclude d. T his new agenda r epo r t pr ior itizes nine s ections of WLP - this is new s egm entation. T he pr ior ity m atr ix has a co lumn for "B ike & Pe d" im por ta nce. To the bes t of m y kno wledge, no o ne in the bike /pe d co mmunity was involved. T he "gap" in bike lanes exis ts fr om Hacienda to S anta Rita.
