City Council Minutes Page 3 of 6 June 4, 2024 <br />6.Approve and authorize the City Manager to execute the Subscription Services <br />Agreement and Order Form for the Accela SaaS Multi-Solution User Service, with <br />aggregate annual payments totaling $1,481,846 over a seven-year term, and <br />approve and authorize the City Manager to execute the Statement of Work <br />Agreement for implementation of this cloud-based service, for a one-time cost not <br />to exceed $90,850, which includes 15 percent contingency <br />Recommendation: Approve and authorize the City Manager to execute the <br />attached Subscription Services Agreement, Order Form, and Statement of Work <br />with Accela for a one-time implementation cost of $79,000, plus an additional <br />contingency amount of 15 percent for additional unforeseen costs associated with <br />the implementation (total not to exceed amount of $90,850), and an initial term of <br />seven years at a total aggregate cost of $1,481,846 over the seven-year period. <br />7.Continued from May 21, 2024 - Adopt a resolution approving the Ridge View <br />Commons Senior Rental Housing Complex's Amended and Restated Loan <br />Agreement, Ground Lease and Regulatory Agreement, and authorize the City <br />Manager to execute all documents, including subordination agreements, and take <br />all steps necessary to refinancing and renovation of Ridge View Commons <br />Recommendation: Adopt Resolution No. 2024-040 to: <br />1.Approve an Amended and Restated Ground Lease, an omnibus Assignment <br />and Amendment to Loan Documents, an Amended and Restated <br />Promissory Note, a Leasehold Deed of Trust, and a Regulatory Agreement, <br />and authorize the City Manager, or designee, to execute each such <br />document substantially in the forms attached to the Resolution, with such <br />modifications as may be approved by the City Manager in consultation with <br />the City Attorney. <br />2.Allow subordination of the City's Leasehold Deed of Trust to deeds of trust <br />and regulatory agreements to be executed for the benefit of the project <br />construction lender and required in connection with the bond financing for <br />the project; and <br />3.Authorize the City Manager, or designee, to execute such additional <br />documents and to take all steps necessary to implement the transactions <br />described in this Agenda Report and the Resolution. <br />Library and Recreation <br />Item 8 pulled from Consent Calendar. <br />Public Works <br />9.Introduce and waive first reading of an ordinance updating Pleasanton Municipal <br />Code, Chapter 9.14, to conform with obligations specified in the City's Municipal <br />Regional National Pollutant Discharge Elimination System Permit
