DRAFT 2024 Legislative Positions <br />1 | P a g e <br />Updated 4.17.2024 <br />Bill # and Title Description Recommended <br />City Position <br />TVC <br />Position/League <br />Position <br />HOUSING <br />1 AB 1657 (Wicks) <br />The Affordable <br />Housing Bond Act of <br />2024. <br />Under existing law, there are programs providing assistance for, <br />among other things, emergency housing, multifamily housing, <br />farmworker housing, home ownership for very low and low-income <br />households, and down payment assistance for first-time home <br />buyers. Existing law also authorizes the issuance of bonds in <br />specified amounts pursuant to the State General Obligation Bond <br />Law and requires that proceeds from the sale of these bonds be <br />used to finance various existing housing programs, capital outlay <br />related to infill development, brownfield cleanup that promotes infill <br />development, and housing-related parks. This bill would enact the <br />Affordable Housing Bond Act of 2024, which, if adopted, would <br />authorize the issuance of bonds in the amount of $[TBD] pursuant <br />to the State General Obligation Bond Law. Proceeds from the sale <br />of these bonds would be used to finance programs to fund <br />affordable rental housing and homeownership programs, as <br />provided. This bill contains other related provisions. <br />Support None/ Support <br />2 AB 2553 (Friedman) <br />Housing <br />development: major <br />transit stops: <br />vehicular traffic <br />impact fees. <br />Broadens / modifies definition of major transit stop for the purposes <br />of impact fee assessments, and exemptions from CEQA. This bill <br />would revise the definition of “major transit stop” to increase the <br />frequency of service interval to 20 minutes and would additionally <br />define “major transit stop” to include a site in an urbanized area that <br />is being served by an on-demand transit service at least 12 hours a <br />day, 7 days a week. Because the bill would require a lead agency <br />to make an additional determination as to whether a location is a <br />major transit stop for purposes of determining whether residential or <br />mixed-use residential projects are exempt from CEQA, this bill <br />would impose a state-mandated local program. <br />Oppose unless <br />amended <br />None/Track <br />Attachment 2 <br />Page 70 of 448
