P22-1089, PUD-147 and Tract 8522, Merritt Planning Commission <br />2 of 33 <br />family residence, and related on-and off-site <br />improvements, a Vesting Tentative Map (Tract 8522), <br />and a Pre-Annexation and Development Agreement <br />subject to the DRAFT Conditions of Approval; and (3) an <br />Affordable Housing Agreement with the applicant for the <br />proposed project. <br />B.Project Plans/Vesting Tentative Map, Visual Simulations, <br />Design Guidelines and Development Standards, GHG/CAP <br />2.0 Checklist, Arborist Report, Biological Resources <br />Assessment, Geotechnical Report, Noise and Vibration <br />Assessment, Archeological/Cultural Resource Assessments, <br />Historic Structure Assessment, Air Quality Assessment, and <br />Hydraulic Report <br />C.CEQA Guidelines Section 15183 Consistency Checklist <br />pursuant to the City of Pleasanton Housing Element <br />Update Final Environmental Impact Report (FEIR) and <br />Appendices (available digitally only) <br />D.DRAFT Development Agreement (DA) <br />E.DRAFT Affordable Housing Agreement (AHA) <br />F.Public Comment(s) <br />G.Location and Noticing Map <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission: <br />1.Find the CEQA Guidelines Section 15183 Consistency Checklist pursuant to the City of <br />Pleasanton Housing Element Update Environmental Impact Report (FSEIR), satisfies <br />the requirements of CEQA and adopt a resolution recommending adoption of the CEQA <br />Guidelines Section 15183 Consistency Checklist pursuant to the City of Pleasanton <br />Housing Element Update Final Environmental Impact Report (FSEIR). <br />2.Adopt a resolution: (1) recommending approval of Annexation (P22-1089), a Planned <br />Unit Development (PUD) development plan (PUD-147) to construct a 111-lot residential <br />subdivision, including an age-qualified community with 92 single-family detached <br />homes, 18 affordable senior court-yard detached and duet homes, one existing single- <br />family residence, and related on-and off-site improvements; a Vesting Tentative Map <br />(Tract 8522) and a Pre-Annexation and Development Agreement; and (2) <br />recommending approval of an Affordable Housing Agreement for the proposed project. <br />EXECUTIVE SUMMARY <br />The subject application proposes a 111-lot residential subdivision (including a Density Bonus), <br />including an age-qualified community with 92 single-family detached homes, 18 affordable <br />senior courtyard detached and duet homes, one existing single-family residence, and related <br />on-and off-site improvements on an approximately 46-acre site. The proposed project is <br />consistent with the project site’s Low Density Residential (LDR) and Housing Element Sites <br />Overlay (HESO) General Plan designation, which allows for a maximum of two residential <br />dwelling units per acre, plus Density Bonus.
