Planning Commission <br />Agenda Report <br />June 26, 2024 <br />Item 4 <br />SUBJECT: PUD-147, P22-1089, Tract 8522 <br />APPLICANT/ <br />PROPERTY OWNER: Foothill Boulevard Holding Company, LLC <br />James E. Merritt and Margaret M. Merritt <br />Merritt Farms <br />PURPOSE: Consideration of : (1) A recommendation the City Council adopt a <br />a CEQA Guidelines Section 15183 Consistency Checklist pursuant <br />to the City of Pleasanton Housing Element Update Final <br />Environmental Impact Report (FSEIR); (2) a recommendation the <br />City Council approve Annexation (P22-1089), a Planned Unit <br />Development (PUD) development plan (PUD-147) to construct a <br />111-lot residential subdivision, including an age-qualified <br />community with 92 single-family detached homes, 18 affordable <br />senior court-yard detached and duet homes, one existing single- <br />family residence, and related on-and off-site improvements, a <br />Vesting Tentative Map (Tract 8522), and a Pre-Annexation and <br />Development Agreement; and (3) a recommendation the City enter <br />into an Affordable Housing Agreement for the proposed project <br />LOCATION: 4131 Foothill Road (APN 941-0950-003-03), 4141 Foothill Road <br />(APN 941-0950-003-01), APN 941-0950-003-11, and APN 941- <br />0950-003-12 <br />GENERAL PLAN: Low Density Residential (LDR) and Housing Element Sites Overlay <br />(HESO) <br />ZONING: Pre-zoned PUD-LDR (Planned Unit Development – Low Density <br />Residential) and HOZ (Housing Opportunity Zone) <br />EXHIBITS: A.Draft Resolution recommending approval of: (1) the <br />CEQA Guidelines Section 15183 Consistency Checklist <br />pursuant to the City of Pleasanton Housing Element <br />Update Final Supplemental Environmental Impact Report <br />(FSEIR); (2) the following entitlements: Annexation (P22- <br />1089); a Planned Unit Development (PUD) development <br />plan (PUD-147) to construct a 111-lot residential <br />subdivision, including an age-qualified community with 92 <br />single-family detached homes, 18 affordable senior court- <br />yard detached and duet homes, one existing single- <br />Attachment 8
