<br /> <br /> <br /> <br />P22-1089, PUD-147, Tract 8522 PC-2024-14, June 26, 2024 <br /> <br />24 <br /> <br />51. FOOTHILL ROAD STORM PIPES: The storm drain network relies on connections to or <br />extensions of existing storm drainpipes, one at the west end of Lot 89 where an existing <br />24” CMP passes beneath Foothill Road, and one at the south end of Parcel F where <br />connection to an existing 36” pipe is proposed. The condition of these existing pipes shall <br />be verified by the applicant through video inspection. If either pipe is deteriorated beyond <br />its service lift, then the replacement of the pipe, or rehabilitation in a manner acceptable <br />to the City Engineer, shall be included with the project. (Address this condition prior to <br />approval of the subdivision improvement plans) Project Specific Condition <br /> <br />52. DETENTION BASIN: Because the depth of water within the Parcel F detention basin will <br />rise above 18”, it is considered a drowning risk for children. The California Building <br />Code requires said basins to be enclosed with a fence that includes self-closing, self- <br />latching gates with hardware elevated at least 54 inches from the ground to discourage <br />easy access by children. The fence must be at least 60”-high and have a maximum <br />vertical clearance of 2” from the ground to the bottom of the fence. There must be no <br />gaps, voids or other features that may allow a child under 5 years old to climb over. If a <br />chain-link fence is proposed, it must be non-climbable. (Address this condition prior to <br />approval of the subdivision improvement plans) Project Specific Condition <br /> <br />53. EMERGENCY OVERLAND FLOW: If the proposed network of ditches and pipes <br />becomes plugged or overwhelmed by a greater than 15-year storm event, the site must <br />accommodate emergency overland flows without inundating any of the residential <br />structures. The greatest flooding threat will come from flows that originate west of <br />Foothill Road and then drain across the subdivision. The proposed development must <br />be designed to accommodate emergency flows (assumed to be the 50-year storm <br />according to the City’s design standards). (Address this condition prior to approval of <br />the subdivision improvement plans) Project Specific Condition <br /> <br />54. FEMA FLOOD ZONE: According to Sheet C-2, Lot 27 will include a new home within the <br />boundary of FEMA Flood Zone AH, although the pad will be filled to lift the home out of <br />the flood plain. The applicant is required to file a LOMR-F (letter of map revision based on <br />fill) with FEMA. Permits for this home cannot be issued until the LOMR-F has been <br />approved by FEMA, with a copy of said approval provided to the City. (Address this <br />condition prior to approval of the subdivision improvement plans) Project Specific <br />Condition <br /> <br />55. SANITARY SEWER NETWORK MODELING: A site-specific analysis of the proposed <br />sanitary sewer network was commissioned with the City’s consultant, Woodard & Curran. <br />Woodard & Curran’s analysis offered the following recommendation: A manhole at the <br />Lemonwood Way intersection is suspected of splitting flows. Some of the flows continue <br />north on Muirwood while some are directed east on Lemonwood and then south into the <br />8” pipe that extends across the east end of the Merritt property. Woodard & Curran <br />recommends the split at Lemonwood Way be plugged such that all Muirwood flows <br />continue north. (Address this condition prior to approval of the subdivision improvement <br />plans) Project Specific Condition
