Simply put, there are too many variables to calculate an <br />accurate cost at bid time. As an example, the level and type of sediment in a tank can have <br />a dramatic impact on production time. Since all of our dive team are paid prevailing wages <br />(that are significantly higher than other trades), we simply cannot take on the risk of City <br />variables that are out of our control. We understand if this does meet the RFP. <br /> <br />Underwater Lining Spot Repair - We are also proposing to complete spot patches on the <br />accessible immersed areas of the tank interior, including any location suspected of leaking. <br />Any locations found to be leaking will be spot patched with an NSF61 certified underwater <br />curing epoxy. CSI has had great success patching underwater defects and leaks, and this <br />work will be completed on a best-effort basis. It is understood that up to 30 repairs may be <br />required on each tank dive, and will be competed to the most advanced, accessible defects. <br /> <br />Tank Maintenance Plan (ADDED VALUE) - The CSI team <br />has extensive experience. We have developed numerous <br />Tank Maintenance Plans (TMP), including TMPs for some of <br />the largest water tank owners in California. Our clients have <br />had great success implementing our TMPs, and we have <br />been told time-and-time-again how it has allowed them to <br />get a cost-effective handle on their tank systems. We feel <br />that this experience will be critical to assuring that any tank <br />maintenance approach is completed with the proper level of <br />quality in a cost-effective manner. <br /> <br />If requested, CSI will develop a TMP with respect to coatings work, and other secondary <br />repairs. The plan would compile the findings of all tanks and develop a prioritized list where <br />all tanks are viewed as a whole. This plan would include budget estimates for any <br />recommendations. CSI routinely finds that considerable savings in maintenance (and <br />corrosion related) costs can be realized over time by targeting maintenance repairs at the <br />most opportunistic time to extend the life of existing paint and linings. This is where the value <br />of CSI coating expertise has proven time and time again to be critical to tank owners <br />maintaining their structures in the most cost-effective manner. <br /> <br />The goal of a full-scale TMP is to provide the long-range savings in coating work costs, while <br />maintaining necessary corrosion protection. In some cases, the exterior aesthetic <br />appearance of certain tanks can be more heavily weighted to meet other tank owner needs, <br />otherwise corrosion control is the foundation for planning. Considerable savings in coating <br />costs can be realized over time by targeting maintenance repairs at the most opportunistic <br />time to extend the life of existing coatings. Based on the collective findings of all tanks, each <br />tank is prioritized for future maintenance work with corresponding budgeted maintenance <br />work estimates.
