<br />4 <br />Project Understanding <br />Tetra Tech understands that the goal of this project is to update the City of Pleasanton’s (City) Emergency <br />Operations Plan (EOP) and Annexes. Tetra Tech proposes to use the program architecture outlined in <br />Comprehensive Preparedness Guide (CPG) 101 version 3 as the foundation of our review and assessment to <br />objectively assess and develop each component of the plan in accordance with best practices industry standards, <br />and state and federal guidance that includes: <br />• National Incident Management System (NIMS) <br />• National Response Framework (NRF) <br />• Standardized Emergency Management System (SEMS) <br />• National Fire Protection Association (NFPA) 1600 <br />Technical Approach <br />Task 1: Project Initiation <br />Project Planning Meeting <br />Tetra Tech’s project manager will begin the project by conducting a one-hour virtual project planning meeting <br />with the City’s project sponsor. The objectives of this meeting will be to confirm the project timeline, confirm <br />agencies participating in the project, and discuss the documents that will be reviewed in Task 2. Additionally, <br />during the meeting, Tetra Tech’s project manager will discuss the City stakeholders that will be involved as the <br />Planning Team to support the review of the plan drafts and determine who from the City should be granted guest <br />access to a project Microsoft Teams site. The site will serve as a documentation repository and support version <br />control for draft and final deliverables. <br />Project Management Plan <br />Following the project planning meeting, Tetra Tech will develop a project management plan to serve as an <br />operational guide for project execution. The project management plan will outline the project scope, establish <br />the project schedule and project team, and outline communications protocols. The project management plan <br />will also identify key personnel from the city and supporting agencies for inclusion in the assessment and planning <br />process. The plan will be submitted to the City’s project sponsor five business days following the project planning <br />meeting. <br />Kickoff Meeting <br />Working with the project sponsor, Tetra Tech will schedule and conduct an in-person kickoff meeting with the <br />stakeholders selected to be on the planning team. The objectives of this meeting will be to provide an overview <br />of the EOP update process, outline their expected level of involvement in the update, and present the project <br />schedule. We will also use this meeting to discuss the roles their departments and agencies would play in an <br />emergency response operation, and get their feedback on updates they would like to see made to the plan.
