3

negotiated as part of the broader agreement, all of which are supported by staff,
are outlined in the Agenda Report.

Library and Recreation

Agenda Item #8
1. Besides the nonresident fee and access and information collection, are there
other requirements in the original guidelines that are simply going away?
A. Some additional, less significant items proposed to change, include: (Note: Both
the original and the proposed Management Plans are included in the agenda
packet for reference.)

• Removal of the etiquette guidelines at the beginning of the original exhibit.
These were no longer deemed accurate nor necessary. A guard is on duty
24/7 at the gate and no key cards have ever been issued for access. Any
information included in this section is provided by the security guard at the
gate upon entry.
• In the original exhibit, Pleasanton residents were to receive an annual
pass. This was never practical, so City staff and Golden Eagle staff
developed the acceptable forms of resident identification as described in
Item 3 of the proposed Management Plan.
• Some other items deemed to be unnecessary were eliminated as well,
such as special signage and striping. As this has not been deemed
necessary or such signage already exists, it was removed from the
original Management Plan (items 11, 12,13). Much of this information is
included in what the City will be publishing in the proposed Management
Plan (Item 13).

2. How have the meetings between Golden Eagle Estates staff and community
residents been publicized?
A. This item was listed on an open agenda meeting for board discussion.
An e-blast was sent to all Golden Estates residents and posted on website.

3. Non-resident fees for usage are not listed on Exhibit A and it says to refer to the
website. Can these fees be listed on our report?
A. Per the Master Fee Schedule, this fee would fall in Section VIII, Category E
(mostly individual benefits and non-residents). Staff intend to start this fee at $5
for the pass and assess true costs for issuing the permits throughout the first
year of the new process. Because the process can be completed online through
the CivicRec platform, staff believes that true costs will be limited and $5 will be
an appropriate fee.
