Ordinance No. 2279 <br />Page 5 of 6 <br />Equipment Name: Daniel Defense model DDM4 V4S (NEW EQUIPMENT) <br />Sought: The PD is seeking 6 new rifles. <br />Lifespan: Approximately 7 Years <br />Equipment Capabilities: Capable of firing .223 caliber ammunition <br />Manufacturer Product Description: The DDM4 V4S AR15 style firearm is based on a configuration <br />that we've been providing to law enforcement as well as civilian users who demand a lightweight, <br />durable, and dependable SBR. Built around a free-floating, Cold Hammer Forged 11.5 inch barrel, <br />the V4 S delivers optimal maneuverability, reliability, accuracy, and terminal ballistics using a wide <br />variety of ammunition. The 10.0 inch picatinny quad rail shields the rifle's barrel and carbine <br />length, low profile gas block. Pairing an 11.5 inch barrel and a DDM4 Rail also ensures <br />compatibility with a wide variety of muzzle devices and sound suppressors. <br />Purpose/Authorized Uses: These rifles are intended to be deployed when officers are on foot in <br />large crowd situations. As these rifles are short barreled and collapsible, they can be concealed for the <br />officer to carry while patrolling on foot. These can help officers combat active threats instead <br />of having to rely on a pistol or slinging a full sized rifle for public view. <br />Fiscal Impacts: The initial purchase price for the DDM4V4S rifles will be approximately $15,000 for <br />6 rifles in 2024. <br />Annual Maintenance: Anticipated to be $150 <br />Personnel Cost: Unknown at this time. Training officers will be required and will incur some <br />cost. <br />Legal/Procedural Rules Governing Use: PPD Policy 312.4.4 covers deployment, use, care, and <br />maintenance of rifles. In addition, there are a multitude of California Penal Code sections that also <br />apply to the transportation, care, and maintenance of assault rifles. Only officers who have completed <br />a RO.S.T. certified patrol rifle course may be issued a rifle. A qualification course must be completed by <br />each officer at least annually. <br />Training Required: Officers must complete a RO.S.T. certified course to be issued a rifle. These courses <br />are a minimum of 16 hours of instruction on use, deployment and maintenance of the rifles. P.O.S.T. <br />also requires four hours of tactical firearm instruction every two years for officers and this training is <br />facilitated by P.O.S.T. certified rifle instructors. <br />
