RESOLUTION NO. 24- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO ADOPT RATES FOR SOLID WASTE, RECYCLABLE MATERIALS, AND ORGANIC MATERIALS COLLECTION SERVICES WHEREAS, on March 20, 2018 the City Council voted to approve and entered into a franchise agreement between the City of Pleasanton and Pleasanton Garbage Service Inc. for Solid Waste, Recyclable Materials, and Organic Materials collection services; and WHEREAS, on June 7, 2022 the City Council voted to approve an amended franchise agreement between the City of Pleasanton Garbage Service, Inc. to comply with California state law SB 1383 requirements; and WHEREAS, in accordance with Section 9.20.090 of the City of Pleasanton Municipal Code, rates for franchise services shall be set by a resolution approved by the City Council of the City of Pleasanton; and WHEREAS, Pleasanton Garbage Service, Inc. shall conduct all billing related to collection, transportation, recycling and disposal of said Solid Waste, Recyclable Materials, and Organic Materials in strict accordance with rates listed in this Resolutions; and WHEREAS, setting the Vehicle Impact Mitigation Fee established in the Franchise Agreement Section 7.2, in the amount of $1,329,400, to include in the cost- based Rate Adjustment, effective date July 1, 2024. WHEREAS, including City of Pleasanton Staff costs in the amount of $500,000 was agreed upon to the cost-based Rate Adjustment, effective date July 1, 2024; and WHEREAS, in accordance with the Cost-Based Rate Adjustment methodology the rate increase for rate period seven is 3.9 percent. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1: The fee schedule set forth in Resolution 23-1407 is hereby rescinded. SECTION 2: The rates for the collection, transport, and disposal of Solid Waste, Recyclable Materials, and Organic Materials from the City of Pleasanton for Attachment 3 Page 49 of 720
