Managing Tomorrow’s Resources Today <br />590 Ygnacio Valley Road, Suite 105 Northern California <br />Walnut Creek, California 94596 Southern California <br />Telephone: 925/977-6950 www.hfh-consultants.com <br />May 8, 2024 <br />ZeeLaura Page <br />Management Analyst <br />City of Pleasanton <br />123 Main Street <br />Pleasanton, CA 94566 <br />Sent via e-mail <br />Subject: Refuse Vehicle Street Maintenance Cost Analysis – FINAL REPORT <br />Dear ZeeLaura Page: <br />The City of Pleasanton engaged HF&H Consultants, LLC (HF&H) to perform an analysis to determine the <br />impact of solid waste, recycling, and organics collection vehicles (Refuse Vehicles) on street maintenance <br />costs (i.e., maintenance, rehabilitation, and reconstruction costs) within the City ’s maintained road system. <br />This analysis and assumptions have been made to reflect the current collection methodology, vehicles, and <br />changes in the City ’s street maintenance funding levels. Should there be any future material changes to that <br />information, or within five years regardless of such changes, the City should review the calculated impacts <br />and any associated fees that might be established. <br />Objectives <br />The objectives of the engagement were to: <br />1.Calculate the City ’s average annual expenditures for pavement-related street maintenance net of gas tax <br />apportionments based on Fiscal Years Ending (FYE) 2018-2022 (Average Annual Expenditures). <br />2.Allocate the Average Annual Expenditures based on the percentage impact of Refuse Vehicles and other <br />vehicles on the City ’s streets. <br />Findings <br />As shown in the following tables and based on the approach described below: <br />1.We calculate Average Annual Expenditures of $11,139,500 based on actual spending as demonstrated in <br />the City ’s Streets and Roads Report to the State of California Controller’s Office for Fiscal Years Ending <br />(FYE) 2018 through 2022. <br />2.Refuse Vehicles account for approximately 26.1% of the total impact across the City’s road network. <br />3.Based on 26.1% attribution to Refuse Vehicles, the share of the Average Annual Expenditures <br />attributable to Refuse Vehicles is $2,909,800 as shown in Table 1 below. <br />Attachment 2 <br />Page 41 of 720
