<br /> <br />Page 2 of 8 <br />that further revision and refinement of the proposal is needed to more closely conform with <br />the IZO. <br /> <br />BACKGROUND <br />In October 2022, Catalyst Development Partners, LLC (the “Developer”) submitted an <br />application for Design Review (P23-0177), Vesting Tentative Tract Map (VTM) 8672, and a <br />preliminary review application (P22-0886). <br /> <br />The Planning Commission considered approval of Alternative 1, the 57-unit project, at public <br />hearings on February 28 and March 13, 2024. <br /> <br />During the course of the February 28th public hearing, numerous residents and neighbors <br />spoke in opposition to Alternative 1, expressing concerns about neighborhood compatibility, <br />traffic, parking and other impacts. At the close of the February 28th public hearing, the <br />Planning Commission requested that the project be continued to March 13th, to allow more <br />time for information to be provided regarding the traffic study and other topics. <br /> <br />At the March 13th meeting, both Alternative 1 and the new Alternative 2, the 55-unit project, <br />were presented to the Planning Commission. Alternative 2 replaces the six-unit three-story <br />townhome-style condo building located closest to the adjacent single-family residences with <br />two, two-unit duet buildings, thereby reducing the size and massing of these building relative <br />to neighboring properties. <br /> <br />Project Location <br />The 2.99-acre project site is currently occupied by the Harvest Valley Christian Church, <br />which includes an affiliated day care facility at 3200 Hopyard Road. <br /> <br />Figure 1: Aerial Photograph <br />
