P24-0278, 2207 Martin Ave. Planning Commission <br />2 of 8 <br />properties were subdivided and developed in conformance to planning, zoning, and <br />construction standards of Alameda County. On April 1, 1997, City Council adopted Ordinance <br />No. 1709 for RZ-97-2, which pre-zoned the subject property to the PUD-LDR District, as part of <br />a larger approximately 34.5-acre area, for a maximum density “approaching” 2.0 dwelling units <br />per acre. The property was annexed into the City of Pleasanton in 1997. <br /> <br />On August 23, 2023, the Planning Commission first heard the proposed Planned Unit <br />Development (PUD)-148 application to establish development standards of the R-1-40,000 <br />District to the property at 2207 Martin Avenue, with specific standards applicable to a partially <br />built tennis court in the rear. At the public meeting, neighbors expressed concerns regarding <br />the potential tennis court’s lighting impacts to homes and light pollution, proximity of the tennis <br />court to adjacent residences, height of poles that had been erected, and requests for <br />assurance the tennis court would obtain proper permitting. Tennis court lighting was not <br />included in the project reviewed as part of the PUD-148 approval, although it had been part of <br />an initial application and later eliminated from the plans, in part due to neighbor concerns. At <br />the time of the public hearing, the applicant indicated they had no immediate plans to install <br />lighting, but did not want such lighting to be prohibited. <br /> <br />On December 13, 2023, Planning Commission reaffirmed and recommended approval of <br />Planned Unit Development (PUD)-148 to the City Council to establish development standards <br />of the R-1-40,000 District with specific tennis court standards. Tennis court lighting was not <br />explicitly prohibited. Rather, the PUD requires tennis court lighting above eight feet to be <br />subject to Administrative Design Review. The PUD application was introduced to the City <br />Council on January 16, 2023, and adopted on February 6, 2023. <br /> <br />SITE AND AREA DESCRIPTION <br />The subject property is a flat, apprximately1.67-acre site located between Martin Avenue and <br />Dennis Drive and is developed with an approximately 4,173-square-foot two-story single-family <br />residence with an attached garage built in 1977. As described below, a tennis court, partially <br />completed, is located in the northwest portion of the property. There are several mature trees <br />clustered in the center of the lot with established landscaping surrounding the existing <br />residence. Single-family residences, both one- and two-story, are located north, south, and <br />west, and Alameda Flood Control property is located east, across Martin Avenue, of the <br />subject site (see Figure 1). <br /> <br />Figure 1: Aerial View of Vicinity <br />
