Planning Commission <br />Agenda Report <br />May 22, 2024 <br />Item 5 <br />SUBJECT: P24-0278 <br />APPLICANT/ <br />PROPERTY OWNERS: Meenu Gochhwal & Ashish Choudhary <br />PURPOSE: Zoning Administrator referral of an application for Administrative <br />Design Review to install six 15-foot-tall tennis court lights located at <br />2207 Martin Avenue. <br />LOCATION: 2207 Martin Avenue <br />GENERAL PLAN: Low Density Residential <br />ZONING: PUD-LDR (Planned Unit Development – Low Density Residential) <br />EXHIBITS: A.Draft Resolution and Conditions of Approval <br />B.Project Plans dated “Received April 11, 2024” <br />C.Public Comments <br />D.Location and Notification Map <br />STAFF RECOMMENDATION <br />Approve Administrative Design Review (ADR) Case No. P24-0278, based on the required <br />findings and subject to the draft Conditions of Approval listed in Exhibit A. <br />EXECUTIVE SUMMARY <br />The applicant/property owner requests approval to install six approximately 15-foot-tall tennis <br />court lights around an existing tennis court. Per the PUD development plan (PUD-148), which <br />was approved by the City Council, Administrative Design Review is required for installation of <br />sports court lighting over eight feet in height. While ADRs are typically approved by the Zoning <br />Administrator (ZA), the ZA may refer an ADR to the Planning Commission for review and <br />action. As conditioned, staff recommends the Planning Commission find this project consistent <br />with the development standards of the zoning district criteria of Design Review as required by <br />Section 18.20.030 of the Pleasanton Municipal Code (PMC). <br />BACKGROUND <br />The property at 2207 Martin Avenue is located near the north end of Martin Avenue and is part <br />of the Mohr-Martin area, generally defined by Martin Avenue, Mohr Avenue, the former <br />Southern Pacific Railroad right-of-way, and Stoneridge Drive. The Mohr-Martin area comprises <br />predominantly residential uses of varying densities and home designs. Many of the properties <br />within the area were originally located in unincorporated Alameda County, but were <br />progressively annexed into the City of Pleasanton during the 1990’s.
