<br />P24-0110; 5675 Owens Drive (4452 Rosewood parent address) Planning Commission <br />6 of 9 <br />Parking <br />§Section 18.88.030(E) (Schedule of off-street parking space requirements ) of the Pleasanton <br />Municipal Code (PMC) requires the proposed use to provide one parking space for each <br />employee, including teachers and administrators, and one space for each four students in <br />grade 10 or above. As the proposed project is a daycare facility, the student parking <br />requirement is not applicable. <br /> <br />There will be 27 on-site parking spaces at the project site. The written narrative estimates the <br />following vehicles on the premises when the facility is open for business: <br /> <br /> <br />Staff notes that Section 18.88.030 of the PMC does not address parking demand during <br />drop-off/pick-up times, which would be the most impacted time from a parking standpoint. As <br />estimated by the daycare operator, there would be 25-28 parking spaces needed in each <br />30-minute period during morning drop-off and there would be 25-30 parking spaces needed in <br />each 30-minute period afternoon pickup. <br /> <br />In assessing on-site parking adequacy, staff used the scenario that if everyone arrives at the <br />facility at the same time, whether the on-site parking could handle the parking demands. For <br />instance, for the morning drop-off, if everyone arrives at the same time during the 8:30-9a time <br />slot, there would be a total of 44 parking spaces needed (14 for facility staff and 28 for <br />parents/guardians). A similar worst-case scenario was evaluated for evening pickup times, i.e. <br />if everyone arrives at the facility at the same time during the 4:30-5p time slot, there would be <br />a total of 48 parking spaces needed (18 for facility staff and 30 for parents/guardians). The <br />on-site 27 parking spaces are inadequate to meet the parking demands. <br /> <br />The c <br />the probability that everyone arrives to the facility at the same time is very slim and there will <br />be a number of children who either carpool (such as siblings) or walk to the facility, staff <br />recommended that 15 of the 27 on-site parking spaces should be allotted for drop-off and <br />pickup uses. The applicant was therefore required to either find off-site parking for staff parking <br />within walking distance or reduce the enrollment. <br />
