<br />P24-0110; 5675 Owens Drive (4452 Rosewood parent address) Planning Commission <br />7 of 9 <br />Eaves Pleasanton, an apartment complex of 456 residential units, is located approximately 0.2 <br />miles to the east of the project. It has a total of 938 on-site parking spaces for both residents <br />and guests, whereas per §18.88.A.3.a. of PMC, 751 parking spaces are required for the 456- <br />unit apartment complex. As such, Eaves Pleasanton has substantially more parking than <br />required by the PMC. . <br /> <br />The applicant, AvalonBay Communities, is also the owner of Eaves Pleasanton. Included in <br />the project narrative is a letter stating AvalonBay Communities will allocate 10 parking spaces <br />at Eaves Pleasanton to be used for the proposed daycare staff parking. This would provide the <br />needed parking during drop-off and pick-up times. Although this would mean a potential drop <br />in available parking at Eaves Pleasanton, the proposed use would be limited to daytime and <br />weekday periods only, when at least a proportion of residents of the complex would not be <br />home and on-site parking demand is lower. <br /> <br />The Traffic Engineering staff has reviewed the proposed off-site parking arrangement <br />and accepted it as it finds it should solve the assumed parking shortage and circulation delay. <br />To ensure the parking arrangement will be honored while the daycare facility is in operation, <br />staff has added a condition of approval to address this arrangement. Similar to processing any <br />other conditional use permit, staff has included a condition of approval which addresses if <br />parking problems occur, it would allow the Director of Community Development to refer the use <br />permit back to the Planning Commission for possible mitigation measures, such as reducing <br />enrollment capacity, modifying the arrival/departure times, etc. <br /> <br />Traffic and Circulation <br />The Traffic Engineering Division has also reviewed the proposal for potential traffic impacts <br />during peak hours. Based on the off-site parking arrangement, circulation to and from the site <br />and temporary queuing on site should not impact the existing vehicle movements on the street. <br />However, staff will monitor the circulation during drop-off and pick-up times to ensure no <br />significant impacts. If it is determined that queuing to wait for an available parking space during <br />drop-off and pick-up times impacts roadway traffic flow, staff will require additional off-site <br />parking arrangements to be made unless the applicant wishes to decrease facility enrollment. <br />Further, if unanticipated impacts are observed and adequate mitigation is not able to be made, <br />then the application may be brought back to the Planning Commission for subsequent review <br />at a public hearing. Staff has included conditions of approval to address this item in Exhibit A. <br /> <br />As the proposed drop-off and pick-up times are within peak traffic periods, applicable traffic <br />impact fees would be required at this time. <br /> <br />Noise <br />The PMC states a proposed conditional use must be in accord with the objectives of the <br />Zoning Ordinance. <br />conform with the General Plan and to protect them from inharmonious influences and harmful <br /> As proposed, with the exception of the play area, programs would be held indoors <br />with doors closed during business hours.
