A proposed addition of a childcare facility <br />(“the Project”) would be located near the intersection of Owens Drive and Rosewood Drive on the California <br />Center corporate campus within the Hacienda Business Park in the City of Pleasanton (“the Project Site”). <br />Because of the proposed addition of a childcare facility, the City has determined that additional environmental <br />analysis is required for the Project. In an email transmitted to ESA on February 21, 2024, the City states the <br />following: <br />“BAAQMD requires a health risk analysis for projects if the adjacent roadways carry a daily <br />average vehicle volume of more than 10,000. Per the data I received from Traffic, the daily <br />vehicle counts at Rosewood and Owens exceeds 10,000 (see the attached). Please consult an air <br />quality consultant as it is needed as part of application process.” <br />In response to the City’s request, the purpose of this assessment is to evaluate air quality health risk impacts to <br />users of the Project, including children, from nearby sources of air pollution to determine if the health risks would <br />be below the thresholds established by the Bay Area Air Quality Management District (BAAQMD). <br />Summary Description of Proposed Project <br />The Project Applicant proposes to develop a childcare facility on Owens Drive between Rosewood Drive and <br />Tassajara Creek on the southwestern portion of the California Center corporate campus within the Hacienda <br />Business Park in the City of Pleasanton. The Project Site is surrounded primarily by existing residential <br />development to the southwest and southeast and existing commercial uses to the northwest and northeast, as <br />shown in Figure 1.
