<br />3200 Hopyard Road Redevelopment – Transportation Assessment <br />January 2, 2024 <br />22 <br /> <br />Alternative Modes of Transportation <br />The following section provides additional analysis of non-vehicular transportation components of the project, including pedestrian impacts, bicycle impacts, and transit impacts. <br />PEDESTRIAN IMPACTS <br />Currently, the area near the project is relatively built out. The area provides a broad range of harmonious uses including residential, commercial, schools, sports parks (the Ken Mercer Sports Park <br />and Lifetime Activities Pleasanton), and walking trails (the Pleasanton Canal Trail and Centennial Trail). <br />Concrete sidewalks exist along both sides of South Valley Trails Drive and Hopyard Road. The signalized intersection of South Valley Trails Drive and Hopyard Road provides countdown pedestrian signal heads, marked crosswalks, and tactile walking surface indicators on all four legs to help pedestrian circulation and accessibility. <br />A significant impact occurs if a proposed project conflicts with applicable or adopted policies, plans, <br />or programs related to pedestrian facilities or otherwise decreases the performance or safety of pedestrian facilities. The proposed Project would not result in any such conflicts; therefore, the impact on pedestrian facilities is expected to be less-than-significant. <br />BICYCLE IMPACTS <br />Bicycle paths, lanes, and routes are typical examples of bicycle transportation facilities, which are <br />defined by Caltrans as being in one of the following four classes: <br />• Class I (Multiuse Trail): A completely separated facility designed for the exclusive use of <br />bicyclists and pedestrians with crossing points minimized. <br />• Class II (Bike Lane): A designated lane for the exclusive use or semi-exclusive use of bicycles <br />with through travel by motor vehicles or pedestrians prohibited but with cross-flows of parking <br />vehicles and pedestrians permitted. <br />• Class III (Bike Route): A route designated by signs or pavement markings and shared with <br />pedestrians and motorists. <br />• Class IV (Separated Bikeway): An on-street facility reserved for use by bicyclists with physical <br />separation between the bikeway and travel lanes. Physical separation consists of vertical <br />elements that may include curbs, landscaping, bollards, or parking lanes. <br />Currently, Class II Bike Lanes exist along both sides of Hopyard Road. Per the 2018 City of Pleasanton Bicycle and Pedestrian Master Plan, the following improvements are planned within the immediate vicinity of the proposed project site: Hopyard Road is ultimately planned to include Class IV facilities, <br />Parkside Drive is planned to include Class III facilities, and both the Pleasanton Canal Trail and the <br />Centennial Trial are planned to include Class I facilities.
