3200 Hopyard Road Redevelopment – Transportation Assessment
January 2, 2024
14

INTERSECTION LEVEL OF SERVICE ANALYSIS – APPROVED AND APPROVED PLUS PROJECT CONDITIONS
This section describes the operational characteristics of the roadway network under Approved and Approved plus Project Conditions. Approved plus Project Conditions consist of Approved traffic
volumes and roadway facilities plus new traffic generated by the proposed project. Approved
Conditions traffic volumes are shown in Figure 5, and Approved plus Project Conditions are shown in Figure 6.
Table 6 summarizes the results of the level of service analysis using the Synchro 11 software program for Approved and Approved plus Project Conditions.
Under Approved Conditions, all intersections would operate at acceptable LOS C or better during both
peak hours.
With the addition of project traffic under Approved plus Project Conditions, all intersections would continue to operate at acceptable LOS C or better during both peak hours. Thus, traffic operation impacts from the proposed development are anticipated to be within acceptable parameters with
respect to the City of Pleasanton General Plan (i.e., considered negligible effect to roadway operations).
LOS reports are provided Appendix D and Appendix E, for both scenarios respectively.
Table 7: Intersection Level of Service Analysis – Approved plus Project Conditions
No Intersection Control
Type
Peak
Hour
Approved Conditions Approved Plus
Project Conditions Change
in Delay
(S/Veh) Delay
(S/Veh)
Delay-
Based
LOS
Delay
(S/Veh)
Delay-
Based
LOS
1 Hopyard Rd. & Valley
Ave. Signal a.m. 25.6 C 25.6 C 0.0
p.m. 30.1 C 30.3 C 0.2
2 Hopyard Rd. & S.
Valley Trails Dr. Signal a.m. 12.5 B 13.0 B 0.5
p.m. 15.8 B 16.0 B 0.2
3 Hopyard Rd. & N.
Valley Trails Dr. Signal a.m. 9.9 A 9.9 A 0.0
p.m. 7.3 A 7.3 A 0.0
4 Hopyard Rd. & West
Las Positas Blvd. Signal a.m. 29.1 C 29.1 C 0.0
p.m. 29.6 C 29.8 C 0.2
5 Valley Trails Dr. & Site
Entrance OWSC a.m. - - 9.4 A -
p.m. - - 9.4 A -
Note:
Delay = Average control delay in seconds per vehicle,
LOS = Level of Service.
Reported values are overall for signalized intersections.
