3200 Hopyard Road Redevelopment – Transportation Assessment
January 2, 2024
13

INTERSECTION LEVEL OF SERVICE ANALYSIS – EXISTING PLUS PROJECT CONDITIONS
This section describes the operational impacts of the proposed project on the roadway network.
Existing plus Project Conditions consist of existing traffic volumes and roadway facilities plus new traffic
generated by the proposed project.
Table 6 summarizes the results of the level of service analysis using the Synchro 11 software program for Existing plus Project Conditions. The results for Existing Conditions are included for comparison purposes. Intersections that operated at unacceptable thresholds are shown in red, and intersections that degraded between “No Project” conditions to “Plus Project” conditions per the applicable
thresholds are likewise shown in red.
As illustrated below, all study intersections are anticipated to continue to operate at acceptable LOS C or better during both peak hours. Peak hour delays at the adjacent study intersections are expected to increase by 0.6 seconds or less when compared to Existing Conditions. Thus, traffic operation impacts from the proposed development are anticipated to be within acceptable parameters with
respect to the City of Pleasanton General Plan (i.e., considered negligible effect to roadway operations).
LOS reports are provided in Appendix C
Table 6: Intersection Level of Service Analysis – Existing plus Project Conditions
No Intersection Control
Type
Peak
Hour
Existing Conditions Existing Plus Project
Conditions Change
in Delay
(S/Veh) Delay
(S/Veh)
Delay-
Based
LOS
Delay
(S/Veh)
Delay-
Based
LOS
1 Hopyard Rd. & Valley
Ave. Signal a.m. 23.8 C 23.8 C 0.0
p.m. 28.6 C 28.8 C 0.2
2 Hopyard Rd. & S.
Valley Trails Dr. Signal a.m. 10.6 B 11.2 B 0.6
p.m. 13.3 B 13.8 B 0.5
3 Hopyard Rd. & N.
Valley Trails Dr. Signal a.m. 7.3 A 7.4 A 0.1
p.m. 4.0 A 4.0 A 0.0
4 Hopyard Rd. & West
Las Positas Blvd. Signal a.m. 28.5 C 28.4 C -0.1
p.m. 23.7 C 23.8 C 0.1
5 Valley Trails Dr. & Site
Entrance OWSC a.m. - - 9.0 A -
p.m. - - 8.9 A -
Note:
Delay = Average control delay in seconds per vehicle,
LOS = Level of Service.
Reported values are overall for signalized intersections.
