P23-0177 & Tract 8672, 3200 Hopyard Road <br />Planning Commission <br />4 of 12 <br /> <br />The project utilizes Santa Barbara Mission-style architecture, characterized by concrete tile <br />sloped roofs, stucco, prefabricated pipes, and arch details. The project would also include <br />approximately 38,648 square feet of common open space, two private streets and six surface <br />guest parking spaces. Additionally, the project includes the removal of 27 of the 33 on-site <br />trees, where six of the 27 on-site trees proposed for removal are considered Heritage Trees. <br />115 new trees would be planted as part of the project landscaping, as shown in the conceptual <br />landscape plan. Please see Exhibit B for full project details. <br /> <br />ANALYSIS <br />General Plan Conformance <br />The project site has a General Plan designation of High Density Residential which assigns a <br />density range of greater than eight dwelling units per acre (du/ac). The project proposes a <br />density of 19 du/ac; thus, the project would be consistent with the General Plan Land Use <br />Designation and prescribed density. Below are some of the General Plan Goals, Programs, <br />and Policies the project is consistent with or would promote: <br /> <br />Sustainability <br />• Program 2.1: Reduce the need for vehicular traffic by locating employment, residential, <br />and service activities close together, and plan development so it is easily accessible by <br />transit, bicycle, and on foot. <br />• Program 2.6: Require design features in new development and redeveloped areas to <br />encourage transit, bicycle, and pedestrian access, such as connections between activity <br />centers and residential areas, and road design that accommodates transit vehicles, <br />where feasible. <br /> <br />Overall Community Development <br />• Policy 4: Allow development consistent with the General Plan Land Use Map. <br /> <br />Special Interest Areas <br />• Program 8.1: Enforce the provisions of the City’s Zoning Ordinance and related <br />planning ordinances to maintain the character of existing residential neighborhoods. <br /> <br />Climate Action Plan 2.0 (CAP 2.0) <br />In 2022, the City adopted the Climate Action Plan (CAP) 2.0. The CAP 2.0 was reviewed by <br />the Bay Area Quality Management District (BAAQMD) and was deemed a “Qualified <br />Greenhouse Gas Reduction Strategy” in accordance with the District’s CEQA guidelines. <br />Implementation of CAP 2.0 will occur over several years. The CAP 2.0 consists of <br />amendments to regulations and policies related to Land Use and Transportation, Energy, Solid <br />Waste, and Water and Wastewater, which result in reductions in greenhouse gas emissions in <br />compliance with the targets set by AB 32, California’s Global Warming Solutions Act of 2006. <br /> <br />Staff completed an analysis of how the project is consistent with or implements the applicable <br />measures outlined in the CAP 2.0. As a residential project located near the Pleasanton Canal <br />Trail and a bus line, as well as within a short distance of schools, parks, shopping and <br />services, the project is consistent with Transportation & Land Use Strategy 2 and 3 of the CAP <br />2.0: to reduce vehicle miles traveled (VMT) through infill and higher density development and <br />integrating accessible infrastructure that accommodates multiple modes of transportation.
