On-site fire hydrants shall be in service. Fire hydrants shall be flushed and all valves <br />open. <br /> <br />79. FINAL INSPECTION: Prior to request for final inspection, all access roads, on-site access and <br />fire hydrants shall be provided. All fire hydrants shall be accepted, inspected and tested to <br />applicable City Standards. <br /> <br />ENGINEERING DIVISION - 925-931-5650 <br /> <br />Project Specific Conditions of Approval: <br />75. WATER NETWORK ANALYSIS. Capacity in the City’s potable water network to serve the <br />subject development has been verified by the City’s consultant, Akel Engineering Group <br />according to their final Technical Memorandum dated September 2023. The memo discloses <br />expected potable water pressure and flow at various points within the proposed network. This <br />data shall be used to design/size the fire protection systems and domestic services for each <br />building. <br /> <br />76. ASBESTOS & LEAD. Section 10.6 of the Phase 1 Environmental Site Assessment by <br />Cornerstone Earth Group states, “…Due to the age of the on-Site structures, building materials <br />may contain asbestos...” and Section 10.7 states “…Based on the age of the existing buildings, <br />lead-containing paint may be present...” As such, the applicant shall submit an asbestos and lead <br />survey and follow required abatement as necessary prior to issuance of Building Permit for <br />demolition of the existing building. <br /> <br />77. POLYCHLORINATED BIPHENYLS (PCBs). Provision C.12.f and .g of the Municipal Regional <br />Stormwater Permit (MRP) that governs stormwater discharges within Alameda County requires <br />PCB-containing building materials to be properly managed during demolition. To determine <br />whether special assessment, removal, and disposal practices are warranted for the subject <br />development, the applicant shall complete and submit a “PCBs Screening Assessment Form” <br />available from the City prior to Building Permit issuance. Completion of form may reveal that <br />sampling and analysis of building materials are required together with reporting to the San <br />Francisco Bay Regional Water Quality Control Board and/or U.S. Environmental Protection <br />Agency. The form requires the applicant to certify compliance with all applicable laws and <br />regulations. <br /> <br />78. GEOTECHNICAL ISSUES. Referring to the Cornerstone Earth Group Geotechnical <br />Investigation, the following recommendation shall be addressed on the Building Permit plans: <br /> <br />a. Section 5.1.4 “Soil Corrosion Potential” and Appendix C of the Cornerstone Earth Group <br />Geotechnical Investigation, discuss soil corrosivity. Two recommendations are offered. <br />First, elevated levels of water-soluble chlorides in the soils require use of a concrete mix <br />design appropriate for elevated chloride exposure. Second, on-site soils are considered <br />corrosive for buried metallic structures such as metal utilities, so coating systems and <br />cathodic protection are recommended as well as isolation of these utilities from above <br />grade structures. <br />b. Section 6.6 discusses “Wet Soil Stabilization Guidelines” due to soils that become <br />unstable with high moisture content. Three alternative methods of addressing this issue
