Consor, supported the City to get an updated Maintenace Agreement with Caltrans by preparing
updated Maintenance Agreement Exhibits.

B.4 Storm Water Data Report
When the project was scoped, only Design Pollution Prevention checklists were required to document the stormwater
BMPs required for the project. For DEER approval, a full Storm Water Data Report (SWDR) was required. Consor
prepared and obtained approval for the SWDR.

B.5 Quality Management Plan
For DEER projects, Caltrans requires a Quality Management Plan detailing the Quality Assurance and Quality Control
processes that Consor and the City engaged in for project submittals. Consor prepared the QMP for City review and
Caltrans approval.

C. Soundwall Design Approval Coordination
C.1 Modified Standard Soundwall Design
The soundwall was initially designed utilizing available geotechnical reports from adjacent developments. Based on
input from the project geotechnical engineer, the seismic region of the project, the Caltrans Standard Plan Soundwall
wall could not be used, and the standard wall was modified to accommodate a higher PGA and seismic earth pressure
than the standard design. Consor designed the soundwall using Load Resistance Factor Design following AASHTO’s
“LRFD Bridge Specifications”, Eighth Edition, with the California Amendments and other Caltrans design manuals.
Consor prepared design calculations for Caltrans review and approval and prepared the final PS&E for the modified
standard soundwall. Four submittals of the sound wall calculations, plans, specs, estimate and geotechnical report were
made. Consor coordinated comment responses and incorporation for the geotechnical consultant as well.

C.2 Independent Design Check
Consor performed an independent check of the soundwall by an engineer that was not previously involved in the design.
Independent check consisted of a verification of the wall design by performing independent calculations and a plan
review. Based on comments made by the independent check and agreement to revisions by the checker and designer,
the plans and calculations were modified before submittal to Caltrans .
DocuSign Envelope ID: 586678E2-39ED-4705-A1F0-23B960519A89DocuSign Envelope ID: 4F87FD3C-C94B-445D-A7F7-B9041B616CE0
