Page 2 Additional Scope of Work GENERAL DESCRIPTION OF WORK When this project was scoped, a Design Engineering Evaluation Report (DEER) was not a requirement for Caltrans Encroachment Permit. The majority of the additional scope items below were undertaken to obtain DEER approval. PROJECT TASKS A. Right of Way Coordination Associated Right of Way Services, Inc. (AR/WS) provided right of way services to Consor for this project. Project services to be completed in compliance with the Caltrans Right of Way Manual. Acquisitions were for a temporary construction easement (TCE) from each parcel. See their attached scope for additional detail. Consor provided assistance to AR/WS and the City with property owner by attending meetings with the property owners, responding to technical inquiries and verifying the limits of the TCEs. Consor also attended multiple meetings with Caltrans Right of Way and prepared the following right of way documents for Caltrans approval that were required for the Encroachment Permit: • Right of Way Data Sheet • Right of Way Certification • Right of Way Utility Certification • Utility Policy Certification • Notice to Owner B. Design Engineering Evaluation Report (DEER) B.1 DEER Report Caltrans required a DEER to be prepared and approved in advance of accepting an Encroachment Permit application for the project. Consor prepared the report which included sections on project background, purpose and need, right of way impacts, traffic operations, maintenance, breakdown of scope and work, nonstandard structures, complete streets and other planned projects in the area. B.2 Incorporate Caltrans and City Design Comments The DEER was submitted for review five times. Review comments included format and content changes (added content sections) to the report, design changes to the 100% project plans that were attached to the report. During the DEER reviews, City comments on the project plans were incorporated as well. PS&E changes included: • Signage changes (Caltrans Comment) • Addition of water pollution control items on plans consistent with the Storm Water Data Report (Caltrans Comment) • Consor updated the project special provisions to Caltrans 2023 format.
