<br />Page 2 <br /> <br /> <br />Additional Scope of Work <br />GENERAL DESCRIPTION OF WORK <br />When this project was scoped, a Design Engineering Evaluation Report (DEER) was not a requirement for Caltrans <br />Encroachment Permit. The majority of the additional scope items below were undertaken to obtain DEER approval. <br />PROJECT TASKS <br />A. Right of Way Coordination <br />Associated Right of Way Services, Inc. (AR/WS) provided right of way services to Consor for this project. Project services <br />to be completed in compliance with the Caltrans Right of Way Manual. Acquisitions were for a temporary construction <br />easement (TCE) from each parcel. See their attached scope for additional detail. <br />Consor provided assistance to AR/WS and the City with property owner by attending meetings with the property owners, <br />responding to technical inquiries and verifying the limits of the TCEs. <br />Consor also attended multiple meetings with Caltrans Right of Way and prepared the following right of way documents <br />for Caltrans approval that were required for the Encroachment Permit: <br />• Right of Way Data Sheet <br />• Right of Way Certification <br />• Right of Way Utility Certification <br />• Utility Policy Certification <br />• Notice to Owner <br /> <br />B. Design Engineering Evaluation Report (DEER) <br />B.1 DEER Report <br />Caltrans required a DEER to be prepared and approved in advance of accepting an Encroachment Permit application for <br />the project. Consor prepared the report which included sections on project background, purpose and need, right of way <br />impacts, traffic operations, maintenance, breakdown of scope and work, nonstandard structures, complete streets and <br />other planned projects in the area. <br />B.2 Incorporate Caltrans and City Design Comments <br />The DEER was submitted for review five times. Review comments included format and content changes (added content <br />sections) to the report, design changes to the 100% project plans that were attached to the report. During the DEER <br />reviews, City comments on the project plans were incorporated as well. PS&E changes included: <br />• Signage changes (Caltrans Comment) <br />• Addition of water pollution control items on plans consistent with the Storm Water Data Report (Caltrans <br />Comment) <br />• Consor updated the project special provisions to Caltrans 2023 format.
