To do so, related modifications include adding a second <br />northbound left-turn lane and eliminating the northbound free right-turn lane on the south side <br />of the Hopyard Road/Owens Drive intersection. This project also includes adding a <br />southbound bike lane to close the existing bike lane gap from the I-580 eastbound off-ramp <br />intersection to 180 feet south of Owens Drive. The work includes new sidewalks, medians, <br />landscaping, traffic signals, soundwalls, and repaving of the area. <br /> <br />The project initially started with a simple design scope for adding a dedicated southbound <br />right-turn lane at the Hopyard Road and Owens Drive intersection; extensive bike and <br />pedestrian improvements were not part of the original design scope. During the preliminary <br />plan review process, Caltrans conditioned additional bike and pedestrian improvements, which <br />extended the project limit and necessitated modifications to the existing median and <br />landscaping. When the project was submitted to Caltrans for encroachment permit approval, <br />Caltrans implemented its new Design Engineering Evaluation Report (DEER) process for <br />project approval. The DEER required additional design modifications, engineering study, and <br />analysis related to the project, which were not anticipated at the start of the project. The City <br />requested Caltrans to waive the DEER review process for encroachment permit approval, and <br />Caltrans declined to grant any exception to its requirements. Multiple rounds of review, design <br />modifications, and various requirements from Caltrans impacted the project approval timeline. <br /> <br />Due to the construction staging and the necessity of maintaining traffic through the <br />intersection, daytime work has limited hours. It is anticipated the majority of work will take <br />place at night when additional lanes of traffic can be closed to accommodate construction <br />activities. <br /> <br />Bids <br />Sealed bids for this project were opened on March 20, 2024. Three bids were submitted, <br />ranging from $4,183,298 to $4,903,100. The low bid amount, submitted by Bay Cities Paving & <br />Grading, Inc., in the amount of $4,183,298 is approximately 10 percent higher than the <br />Engineer's Estimate of $3,815,876 (see Attachment 1). Staff reviewed bids and found the low <br />bid responsive and responsible. Past work performed by the low bidder has been verified to be <br />satisfactory. Staff recommends awarding the construction contract to Bay Cities Paving & <br />Grading, Inc., in the amount of $4,183,298. <br /> <br />Consultant Services <br />Construction Management and Inspection Services <br />Swinerton Management and Consulting will provide construction management and inspection <br />services, including the required nighttime oversight. Work within Caltrans’ right-of-way requires <br />a resident engineer and inspector experienced with Caltrans’ standards and procedures. Due <br />to the number of ongoing projects, it is difficult to dedicate one full-time staff member to <br />nighttime inspection and construction management. Staff recommends awarding a <br />professional services agreement to Swinerton Management and Consulting for the not-to- <br />exceed amount of $308,890 for construction management and inspection services. <br /> <br />Designer Additional Work and Construction Support Services <br />Consor will provide construction support services to review shop drawings and provide <br />responses to requests for information.
