Authorize the City Manager to enter into a professional services agreement with <br />Geocon Consultants, Inc. for the not-to-exceed amount of $124,260 for material testing <br />services. <br />7. Authorize the transfer of $377,694 of Fund 211 from Dougherty Valley Mitigation <br />Reserve, CIP No. 02523, to the Hopyard Road and Owens Drive Intersection <br />Improvements Project, CIP No. 15525. <br /> <br /> <br />BACKGROUND <br />The 2005 – 2025 Pleasanton General Plan Circulation Element and Traffic Impact Fee Study <br />identified the need to add a dedicated right-turn lane from southbound Hopyard Road to <br />westbound Owens Drive. Currently, during peak hours, the right southbound lane on Hopyard <br />Road backs up into the I-580 eastbound off-ramp. This is due to the right lane currently being a <br />combined through/right-turn lane. If the light is red at the intersection of Hopyard Road and <br />Owens Drive and a vehicle is proceeding southbound, it blocks all the vehicles waiting to turn <br />right, and congestion occurs. The Chick-fil-A development was conditioned to dedicate to the <br />City the right-of-way needed to install the right turn lane as described in the General Plan. To <br />provide the necessary room to construct the right-turn lane, the new right-of-way boundary is <br />within four feet of the existing building at 6111 Johnson Court. <br /> <br />On August 15, 2017, the City Council approved a professional services agreement in the not- <br />to-exceed amount of $158,928 with Quincy Engineering (now Consor North America, Inc.) for <br />the design of the Hopyard Road and Owens Drive Intersection Improvements Project for the <br />installation of a right-turn lane. The original scope was expanded to implement Caltrans' <br />requirement to add buffered bike lanes through the intersection, which required the entire <br />intersection to be reconstructed. The project’s preliminary design was initiated under the City’s <br />on-call agreement with Consor North America, Inc. (Consor) for $16,700. Additional on-call <br />services were provided by Keir + Wright (survey and right-of-way certificate for $33,824) and <br />Pakpour Consulting (plan review for $6,265). <br /> <br />On October 6, 2020, the City Council approved the first amendment to the professional <br />services agreement with Consor in the not-to-exceed amount of $99,430 to complete the <br />redesign to accommodate the buffered bike lanes required by Caltrans and to prepare <br />biddable construction documents (for a total not-to-exceed amount of $258,358). <br /> <br />On December 6, 2021, a second amendment to the agreement with Consor was completed, <br />extending the term to June 30, 2023. The third amendment extended the term of the contract <br />to December 31, 2024; this extension was due to delays associated with Caltrans reviews. <br /> <br />On May 16, 2022, the City Council approved a project-specific maintenance agreement <br />between the City and Caltrans for the Hopyard Road and I-580 bridge overcrossing as part of <br />the Hopyard Road and Owens Drive Intersection Improvements Project, CIP No. 15525. An <br />updated maintenance agreement was required to replace earlier agreements and clarify the <br />responsibilities of both the State and the City regarding the roadway, soundwall, bike path, and <br />bridge overcrossing. <br /> <br />DISCUSSION <br />This project consists of constructing a southbound right-turn lane along Hopyard Road at the <br />DocuSign Envelope ID: E98D18FD-044F-4EAC-A836-347C5592F316
