28246 Crown Valley Parkway F-216, Laguna Niguel, CA 92677 <br />www.kayugasolution.com <br />Scope of Services <br />Kayuga will provide the following scope of services to achieve the goals and objectives of the project. <br />Phase 1 <br />1.Task 1 - Asset Management Roadmap <br />Documenting the current state of asset management practices starts with review of the existing information <br />systems and asset data. This exercise aims to establish the City’s asset management information system, a network <br />of software and data sources used to support asset management decisions. <br />This task will identify and document existing software and data sources currently utilized (e.g., GIS, StreetSaver, <br />MaintStar, Excel sheets, reports) to support asset management decisions. On the data side, all available asset data <br />for each asset class (e.g., pavement, sidewalk, street signs) will be compiled from multiple data sources. As part of <br />this process, a proposed asset hierarchy for all asset classes will be developed. The asset hierarchy will be <br />established based on City’s need with regards to reporting requirements (e.g., by department), budget sources <br />(e.g., general fund vs. enterprise fund), and other considerations. <br />The review will continue with the availability of data attributes required to support asset management decisions <br />(e.g., unique ID, location, install year, size, asset class, asset type, material, condition, replacement cost, estimated <br />useful life, asset condition). Data review findings (i.e., data gap analysis) for each of the asset classes will be <br />summarized. With all the available data identified and reviewed, Kayuga will focus on developing a data gap <br />mitigation strategy for each asset class. Based on available resources, budget, and timeframe, Kayuga will work <br />with the City to develop strategies to close the data gap in the most efficient manner. Depending on the need, the <br />proposed strategy may include digital map review, desktop inventory, field inventory and condition assessment, <br />and/or data-mining workshops with staff. Considering the City’s constraints and internal prioritizations, an asset <br />management roadmap with scope, schedule, and budget will be recommended for each of the asset classes. <br />Deliverables <br />•Asset Management Roadmap Memorandum <br />Phase 2 <br />2.Task 2 - Asset Inventory and Condition Assessment <br />The asset inventory is the basis for all asset management and cost of ownership analyses. Before inventory starts, <br />Kayuga will carefully review any existing data. Our goal is to supplement the data, not reinvent it.
