<br /> <br /> <br />32 <br /> <br />• Develop a long-term financial plan that sufficiently funds operating expenses, capital <br />replacement and improvement costs, and prudent reserve balances <br /> <br />• Conduct a cost of service analysis that fairly and equitably allocates costs among <br />customer classes <br /> <br />• Design water and recycled water rates that fully recover costs to serve customers <br />while minimizing rate impacts to the extent possible, and promoting affordability for <br />essential needs <br /> <br />• Prepare a study report, or administrative record, that clearly and comprehensively <br />explains each step of the rate study process <br /> <br />• Develop water and recycled water rates that are in alignment with cost of service <br />principles and Proposition 218 requirements <br /> <br />The 2023 Rate Study Report details the long-term financial plan, cost of service <br />analysis, and proposed rates for the City’s water and recycled water utilities. <br /> <br />Current and Projected Rates. The City’s current water rates were implemented on <br />February 1, 2023, by Resolution No. 23-1434 and include a bi-monthly service charge based on <br />meter size, a tiered usage rate for single family residential (SFR) customers charged for every <br />hundred cubic feet (ccf) of water used, a uniform rate for all other customer classes charged for <br />every ccf of water used, and a surcharge for recycled water charged for every ccf of recycled <br />water used. The recycled water surcharge is assessed to SFR customers using Tier 2 or higher <br />water usage and all other customers.
